The Administrative Center for Chinas agenda 21 was found and responsible for the experiment site work of the sustainable development.The sustainable development requires that the economic inc
3、rease of human being should not at the cost of the damage of the earths ecosystem. The current industrial structure of the western China just emphasizes the increase of economic, ignores the fact of the limitation of natural resources. This structure was constructed on the basis of the infinite dema
4、nds to the finite natural resources, does not conform to the sustainable development theory and the practical need. Therefore, in order to realize the goal of the coordination development between the human being and the nature and the goal of the harmonious development of western China, we must re-e
5、xamine and adjust the traditional industrial structure of the western China, constitute the new industrial structure face the sustainable development requirement. The history of the human being development indicated that, every innovation on the human concept of development is following the industri
6、al structure adjustment inevitably, therefore the research of this thesis is the industrial structure adjustment of the western China under the sustainable development background, its the biggest difficulty in development of the western China, also is the inevitably request of the sustainable develo
7、pment in the new century. The innovation of the thesis is also the research work which under the angle of view of this new concept of development.This thesis takes the sustainable development as the leading line, based on the research results of industrial structure theory in modem economy, and adop

12、.日期：“-。上海大学硕士论文,第一章导言第一节研究背景与选题意义从生态环境来看，自然界可持续无限供给是人类一切理论与实践的前提，生 态环境不仅为经济发展提供了必要的条件，同时也影响着经济可持续发展的进 程。我国西部地区是多条大江大河的上游，其生态环境对全国其他地区具有极强 的关联度。西部地区生态环境保护和建设显得尤其重要，只有走可持续发展之路， 才能实现人与自然、社会的协调发展：从国际环境看，我国加入WTO使西部经济 的发展既面临机遇的同时也面临更多的挑战。西部经济发展的宏观环境虽然变得 宽松，但也遇到国外强势经济进入的威胁；从国内来看，西部大开发战略的实施 已经使西部地区经济发展有所加快，
13、但东西部差距扩大的势头仍没有减缓：从经 济发展的进程来看，知识经济的来临，使传统的经济增长方式发生深刻的变化。 以高新技术为代表的新的产业的迅速发展，使得西部发展思路中严重依赖资源的 思路受到挑战，资源优势在经济增长中的重要地位已经开始动摇。2004年3月，在系统总结西部大开发经验教训的基础上，根据党的十六大 和十六届三中全会的精神，国务院颁布了关于进一步推进西部大幵发的若干意 见，特别强调要“大力调整产业结构，积极发展有特色的优势产业”；强调“调 整和优化产业结构，大力发展特色经济，促进资源优势向产业优势、经济优势转 化，是增强西部地区自我发展能力、扩大社会就业、改善人民生活的根本大计”。
14、因此，我国西部地区产业结构的调整必须有新的思路。_我国西部地区一般指四川、重庆、贵州、云南、陕西、甘肃、青海、宁夏、 新疆、西藏等10个省、市、自治区。仅西部地区土地就占全国国土总面积的55%, 草原面积占全国的71%以上，宜林面积占38.5%,宜农荒地占40%,水力资源及 稀有矿藏储量占80%，天然气占40%,人口约占全国总人口 23%。有50个少数民 族聚居在西部地区.，西部少数民族人口约占全国的,80%。加快少数民族地区的发 展，促进各民族的共同繁荣、共同富裕，是加强民族团结、维护边疆稳定的根本 保证。同时，西部地区陆地边境线长达2000多公里，与14个国家接壤。在历史 上，这些边境地区
15、曾经是社会动乱和不安定的因素。目前，仍有一些国外敌对势 力和组织在边境地区进行各种颠覆活动。从根本上讲，要维护边境地区的社会稳 定，关键是要通过“兴边富民行动”，加快边境地区的经济发展，并形成一种向 心力和凝聚力。此外，西部地区也是我国贫困人口和老革命根据地相对集中的地 区。目前，我国尚未解决温饱的农村贫困人口，主要集中在这一地区。因此，西 部地区的发展问题与边境安定问题、民族团结问题、农村脱贫问题乃至老区情绪 问题等联系在一起，错综复杂、相互交织。如果这些问题长期得不到妥善解决， 将引起一系列的社会矛盾，为国外敌对势力提供可乘之机。从国内外的经验来看， 要从根本上解决上述问题,关键是要加快这
16、些地区的经济社会发展。从现实出发， 优化产业结构、逐步缩小地区差距，不仅有助于西部经济的发展，也是西部地区 各方面(经济、社会、资源与环境)协调发展的前提条件，更是全国产业结构优化 的有机组成部分。由此可见，在可持续发展战略的宏观背景下，西部产业结构的 调整具有非常重要的理论意义和实践意义。第二节研究思路、研究方法及创新点一、研究思路熊彼特说过：人们可以用三种方式去研究经济通过历史、通过理论或通 过统计数字。因此，在本文的写作中，笔者分别从疏理历史、理论回顾与查找统 计数字建立模型三方面进行研究。本文将按照以下逻辑展开论述：产业结构相关理论考察马克思及西方产业结构理论的发展演变过程中 出现的各类产业结构理论的阐述和分析，综述经济学家们对产业结构演变规律的 把握和认识，并与可持续的关系；经验借鉴对国外及我国中、东部地区产业结构与我国西部地区产业结构 进行对比分析
