13、为业主和广安市人民提供满意、优质的工程项目。1.2编制原则1.2.1以设备保工艺、以工艺保质量的原则。坚持以先进的施工设备保证先进的施工工艺，以先进的施工工艺保证施工质量，从根本上保证质量目标的实现。1.2.2确保工期的原则。根据招标文件中规定的工期，编制本工程的施工计划，并以此为前提配备施工队伍、机械设备、材料等，确保工期目标的实现。1.2.3均衡生产、突出重点的原则。在合理安排工期、搞好工序衔接的前提下，优先安排重点部位和段落的施工，并在现场管理、施工技术和物资供应等方面重点保障，确保按计划工期完工；其它工程按照均衡施工的原则，认真组织施工。1.2.4统筹兼顾、合理安排的原则。结合施工现场
14、的实际情况，合理安排施工顺序和布置施工场地，优化施工工艺，正确处理工程建设与环境保护和周边交通的关系，最大限度地减少施工对当地环境和交通的影响。认真保护好当地的自然景观和生态环境，认真做好防护工作，抓好标准化管理，搞好安全文明施工，树立企业良好的形象。1.2.5因地制宜、灵活机动的原则。根据季节特点，从实际出发，采取相应的施工措施，合理组织施工，优化施工队伍的配置，保持良好的施工状态。1.2.6科学分段、同步施工的原则。根据各项工程的作业量和技术特点，安排各专业施工队平行流水施工，确保各工序之间合理衔接。1.3编制依据1.3.1广安开发区奎阁园区中原路及支路工程项目招标文件。1.3.2本公司现
