12、定依托自身雄厚的资金优势及泗水县石灰石资源量大的优势，在泗水县苗馆镇规划建设一条4500t/d带余热发电水泥熟料生产线，年产水泥220万吨。根据中华人民共和国环境影响评价法和中华人民共和国国务院1998第253号令建设项目环境保护管理条例的有关规定，山东环球水泥有限公司委托中非地质工程勘查研究院承担 “山东环球水泥有限公司4500t/d熟料水泥生产线带配套纯低温余热发电节能环保综合工程项目”（以下简称“拟建项目” ）的环境影响评价工作。1.2 评价标准根据济宁市环保局对拟建项目环境影响评价标准的批复，评价中采用以下标准。1.2.1 环境质量标准a.环境空气质量标准(GB3095-1996)中的
