1、 河北经贸大学毕业论文河北省教育收费网络监督平台 -前台网站 专业名称： 计算机科学与技术 班 级： 200904 学生姓名： 指导老师： 完成时间： 2013年4月 摘 要21世纪以来，随着科技的迅猛发展，计算机和网络空前普及，家庭、办公场所、以及遍布城乡的各种网吧，为大众提供了唾手可及的上网条件。互联网已成为覆盖面广、高效、低成本的现代通信工具和媒体，在给大家提供足够多信息的同时也为广大网民提供了互相交流的平台。正是在这种情况下，我们设想依靠现代科技手段，建立一个统一多维的治理教育乱收费信息管理平台，采取“体制、机制、制度科技”的对策来治理教育乱收费。目前虽然已经有了一些相对有效举报处理途
2、径，但不够方便、快捷，越级访、重复访比较多，所以时效性及群众满意度较低，本监督平台部署实施后将通过学生手册、互联网、短信等方式进行广泛的宣传，可以使问题得到及时处理，以期达到群众满意的目的，此平台将有可能成为群众反映问题的主要渠道，以减少越级上访的信访数量。本系统使用Microsoft Visual Studio 2008为主要开发工具，使用SQL Server 2005作为后台的数据库系统。本平台由前后两个子平台构成。其中前台是面向社会的举报接收、案件处理、结果公示，政策咨询的网络平台。主要有政策法规，政策咨询，案件通报，网上举报，群众呼声，处理结果、治理动态、政策解读等功能模块。后台是面向
3、教育行政主管部门实现举报信息的预处理，案件的审核、分发、批示、处理、反馈及统计分析，查询，问卷调查等功能。此论文分六个部分详细阐述了教育收费网络监督平台前台网站的设计过程。第一部分简要叙述了系统的开发背景及开发时所需要的相关技术。第二部分进行系统可行性分析与需求分析。第三部分主要是系统的总体设计，第四部分主要是系统数据库设计过程。第五部分是根据第二、三、四部分，进行系统的详细设计实现。第六部分介绍了系统的测试与运行。关键字 教育乱收费；投诉举报；信息分流处理ABSTRACT21st century, with the rapid development of science and techn

15、效，一些热点难点问题得到了有效治理，但目前我省还没有一个专门有效的教育乱收费举报处理途径，为了落实省领导提出的用“制度体制机制+科技”的方式治理教育乱收费的指示精神，我们研发了河北省治理教育乱收费网络监督平台。其设计思想是利用信息化手段广泛接收、分流、处理群众举报，实现举报案件处理本地化，同时给被举报者以威慑。教育乱收费问题名目繁多，原因多样，靠几个人或几个部门很难发现和遏制，只有让各学校收费曝光于阳光之下，接受全民监督，才能有效解决教育乱收费问题。同时，为方便群众了解、使用该平台，计划将平台的网址、手机发送短信的号码、咨询举报电话号码等信息印在学生手册上、发布在教育行政主管部门的网站上、通过报纸、电台、电视台等多种方式公布这些信息，让群众随时都能很方便的找到这个举报途径，就不再去找别的途径反映问题，从而降低我省在国家部委的信访举报量。统一多维的治理教育乱收费信息管理平台，能快捷的解决投诉咨询问题、及时给群众反馈处理结果，将问题解决在当地，防止群众越级上访、重复信访。并能为群众
