2、成国有企业现实的沉重负担,而且成为国有企业真正走向市场的重大障碍。自上世纪90年代国有企业的改革改制工作在我国全面推进以来,众多国企逐步调整产品结构和产业结构,盘活了国有存量资产,妥善安置了职工,实现了企业效益和社会效益的双赢。但地处西北的西安市改革改制工作仍相对滞后。笔者就近年来西安市国企改制中职工安置工作的现状,对国有企业改制中职工进行身份置换的必要性、国有企业职工身份置换的难点,运用经济学中的期望理论、公平理论及罗尔斯的正义论观点进行了阐述、分析,研究了职工对安置政策不满,继而导致影响社会稳定的原因,剖析了现行国企改制职工安置政策存在的问题。同时对西方国家国有企业经济布局和失业保险制度进
3、行探讨,从中得出对我国国有企业改革以及社会保障制度的启示。笔者结合自身实践工作经验,并参考国内外国企改革中的经验教训,深入地分析、论证,并提出了必须坚持“以人为本”的科学发展观,完善社会保障体系,规范改革改制政策,利用统一的国企改革平台,多方筹措改制资金,依法安置职工,确保国企职工合法利益等有效的对策和建议。关键词:国企改制,职工身份置换,存在问题,解决措施AbstractUnder the tradition economic system in our country , staff and worker of state-owned enterprise is fixed cling t
4、o state-owned enterprise, enjoying lifelong enterprise welfare, which having led to be short of the enthusiasm for production and creativeness of staff and worker, having also led to enterprise inefficiency. In process of switching to the market economy, the malpractice of this system, which is inco
5、mpatible with the principle of deploying capital and the labor force with the market economy, highlights day by day, and evolved into the unlimited liability system that the state asset against the state-owned enterprise staff. Meanwhile, it causes not only real tremendous burden for the State-owned
6、 enterprise , but also the serious barrier towards market economy. Since the 1990s, state-owned enterprise push forward reform roundly, and moreover a large number of state-owned enterprise adjust the product mix and the industrial structure, that bringing about stimulating the state-owned storage q
7、uantity property, placing the staff properly, as well as realizing the win-win of the performance of enterprises and social efficiency. However, the reformation in Xian city situated northwest still relatively lagging. According to the situation of staff arrangements for Xian State-owned enterprise
8、in recent years, on one hand, the author elaborates and analyzes the necessity and difficulty about staff status replacement in the process of reformation for state-owned enterprise, which is based on the expectancy theory、the fair theory in economy, and Rolless justice theory; on the other hand, th
9、e author studies the dissatisfaction of staff against the worker arrangements, which subsequently caused the society stable problem; and analyzes the problems of worker arrangements in the present state-owned enterprise reformation. Meanwhile, the paper discusses the State-owned Enterprise economica
10、l layout and the unemployment insurance system in western country, that obtains to the enlightenment for state-owned enterprise reform as well as social security system in our country. Under deepgoing analysis and study, the author proposes some effective measures and suggestions of insisting “human
11、ist” of scientific development concept, perfecting social security system, standarding social reform policy, using the unified enterprise reform platform, raising the remanufacture fund in every way, placing the staff legally, and guaranting the legal advantage of state-owned enterprise staff, by re
12、fering to the domestic and foreign state-owned enterprise reform experience.
