1、关于我国失业保险制度的调研报告摘要在 市 场 经 济 体 制 下 ， 由 于 经 济 增 长 的 周 期 性 和 经 济 结 构 的 变 动 等 原 因 ， 社 会 难 以 实现 对 劳 动 力 的 均 衡 配 置 ， 因 此 失 业 成 为 一 种 正 常 的 、 经 常 发 生 的 现 象 。 长 期 以 来 ， 各国 采 取 各 种 措 施 增 加 就 业 机 会 ， 降 低 失 业 率 ， 同 时 也 制 定 了 各 种 失 业 保 障 制 度 来 保 障失 业 者 及 其 家 庭 的 基 本 生 活 ， 并 使 在 失 业 期 间 获 得 培 训 机 会 ， 提 高 其 再 就 业
2、的 能 力 。在 失 业 保 障 制 度 中 ， 最 基 本 的 就 是 失 业 保 险 制 度 。 建 立 失 业 保 险 制 度 ， 保 障 失 业 者 及其 家 庭 的 基 本 生 活 ， 通 过 被 动 的 承 担 风 险 和 主 动 的 促 进 就 业 ， 起 到 了 调 节 劳 动 力 供 需 、实 现 收 入 再 分 配 、 缓 解 社 会 经 济 动 荡 和 促 进 社 会 经 济 发 展 的 作 用 。 目 前 ， 失 业 保 险 制度 在 许 多 国 家 已 经 具 有 多 年 的 实 践 经 验 并 取 得 了 较 好 的 成 效 。 我 国 自 改 革 开 放 以 来
3、，也 开 始 逐 步 建 立 失 业 保 险 制 度 ， 现 已 初 步 形 成 具 有 中 国 特 色 的 失 业 保 险 制 度 。 但 是 ，我 国 现 行 的 失 业 保 险 制 度 在 当 前 的 金 融 危 机 的 经 济 形 势 下 ， 面 对 不 断 增 加 的 失 业 人 口 ，越 发 显 得 保 障 乏 力 。 我 们 该 如 何 使 失 业 保 险 制 度 在 更 大 的 范 围 内 发 挥 作 用 ， 如 何 使 失业 保 险 制 度 的 促 进 就 业 功 能 在 更 大 的 程 度 上 得 到 发 挥 ， 这 已 经 成 为 我 国 乃 至 世 界 各 国共 同 研
4、 究 的 重 点 。 本 文 主 要 对 失 业 保 险 制 度 的 现 状 进 行 分 析 ， 提 出 了 我 国 现 行 的 失 业保 险 制 度 存 在 的 问 题 ， 并 借 鉴 国 外 的 先 进 经 验 ， 同 时 结 合 我 国 的 具 体 国 情 ， 对 改 进 我国 的 失 业 保 险 制 度 提 出 针 对 性 的 建 议 。本 文 主 要 采 用 文 献 研 究 的 写 作 方 法 ， 主 要 的 思 路 是 “理 论 基 础 分 析 一 现 状 分析 一 对 策 建 议 。 文 章 共 分 为 四 大 部 分 ： 第 一 部 分 主 要 研 究 了 选 题 的 研 究
5、背 景 和 选 题的 意 义 ； 第 二 部 分 主 要 是 失 业 保 险 制 度 研 究 的 理 论 基 础 ； 第 三 部 分 主 要 是 对 失 业 保 险制 度 的 现 状 进 行 分 析 并 指 出 现 行 的 失 业 保 险 制 度 中 存 在 的 主 要 问 题 ； 第 四 部 分 主 要 是借 鉴 国 外 失 业 保 险 制 度 的 成 功 经 验 ， 并 结 合 我 国 的 实 际 情 况 ， 提 出 对 策 建 议 来 促 进 就业 。关 键 词 ： 失 业 失 业 保 险 对 策 建 议AbstractIn a market economy, the economic

Keyword:Unemployment;Unemploymentinsurance;Countermeasure;Suggest一、前言(一)我国失业保险制度研究的重要意义1、完善的失业保险制度能促进社会稳定、和谐随着我国市场经济运行机制的建立，集体企业和国有企业体制进行不断深入的改革，我国的城镇化水平进程加快，逐步打破了城乡二元经济结构。2007年，国有企业1200多万人已经面临失业，集体企业有大约400万人也面临失业。从我国的劳动力供给情
16、况来看，到2010年，我国的城镇新增劳动力供给5000万人，而从需求来看，劳动力新增就业岗位只有4000万个，有1000多万的劳动力也将面临失业。同时农村的剩余劳动力还不断向城市涌进，城镇的新生劳动力以每年1000万的速度递增。由于近来受金融危机的影响，高校毕业生的就业问题和返乡农民工的就业问题逐渐凸显出来，并且下岗职工的再就业形势不容乐观。失业大军在不断扩充，劳动力的供需矛盾越来越明显，导致我国的就业压力巨大，就业形式十分严峻。就业问题已成为我国改革进一步深化的瓶颈，在市场经济的条件下，就业和社会保障是不可分割的整体，在社会保障制度各子系统中，失业保险制度对就业最直接。象我国这样一个人口众多的发展中国家，经济水平和财力也决定了不可能把大量年轻、缺乏技能的失业者养起，但是如果不把就业问题处理好，两级分化会越来越严重，贫富差距会进一步加大，社会的稳定会受到严重的威胁。所以我国建立完善的失业保险制度迫在眉睫。我国应该根据自己的政治、经济和人口的现实情况，并在借鉴国际经验的基础上，建立适合中国国情的新型失业保险制度。众所周知，失业保险的目标主要
