5、政府信息化建设项目管理的现状是：目前没有明确的项目管理体 系定义、没有实施项目管理工具、在管理流程和相关模板建设方面尚处于起步 阶段，存在“需求不清、控制不严、监督不力”等问题。对于项目群管理和投 资组合管理仍然有人工进行管理，并未形成科学的管理体系流程。 具体体现在： ? 启动：没有工作范围定义、需求不清；不知道 “要做什么” ? 执行：缺乏对项目时间、质量和成本的动态监控 ? 结项：核算不清；没有总结和积累 因此， 政府信息化主管部门的甲方项目管理能力成为十分关键和必要的能 力，而且亟需尽快提升。 政府信息化建设项目的甲方项目管理的研究的内容是：对信息系统工程建 设的甲方在信息系统的建设过

6、程中如何以科学的指导思想和理论方法为依据， 运用项目管理的知识体系，进行规范化操作和管理。在项目的生命期内，甲方 项目管理的管理过程为：项目立项、项目启动、项目计划、项目执行、项目控 制和项目收尾。 政府信息化建设项目的甲方项目管理， 结合政府部门作为项目甲方的特点， 以对项目事实管理为主要方式的方法，可以通俗地概括为： “强化两头管理，控 制实施过程” 。可以具体阐述为： 以项目立项、审批环节的标准和规范等制度建设为契机，理清项目需求、 明确建设目标； 4 以阶段评审、阶段付款审批为手段，加强对乙方的协调力，以变更管理为 管理重点，以甲方项目管理系统为工具，强化项目过程管理； 以第三方评测为

7、手段，控制建设质量、降低投资风险； 逐步健全和规范项目评估标准，形成信息化项目管理体系，全面提高政府 信息化主管部门的项目管理水平。 在政府信息化建设领域实施甲方项目管理， 就是用一套合理有效指导方法 去辅助甲方 IT 项目管理的实施。 甲方项目管理的出发点建立在甲乙双方有效沟 通、制度化管理和合作化管理的基础上的，一方面要求做为甲方的政府信息化 主管部门从外部的角度有效的监控管理乙方，以获取符合要求的产品和服务； 另一方面它也要求做为甲方的政府信息化主管部门自身的活动也要遵循流程的 要求。 由于甲方项目管理是一个新领域，政府信息化建设又是一个特定的领域， 所以注重个案的研究，解剖麻雀，发现典

8、型，总结经验，以便推广。因此，项 目管理的理论和甲方项目管理的个案相结合，构成甲方项目管理体系研究的基 础。 本文以北京海淀区信息办的甲方项目管理体系建设实践为案例， 探讨在政 府信息化建设项目的甲方项目管理。 甲方项目管理体系实施经验可以概括为以下几点： 1、以 PMKOB 理论基础作支撑 2、甲方项目管理是组织级项目管理 3、规范的过程管理是解决问题的方法 4、立足政府业务全局，科学规划 5、突出重点，兼顾整体体系建设 6、以甲方项目管理系统作实践工具 7、建立 PMO，规范项目管理 8、强化立项阶段管理，突出甲方项目管理特点 通过甲方项目管理体系的建设，在整体上真正实现： 从“需求不清、

10、easingly great challenges in the management of outsourcing projects, customization and maintenance tasks. The government needs to develop and customize more flexible, extensible and high-quality information service method and products that can be put into prompt service to deal with the endless emer

11、gence of new technologies, continuous changes of business flowcharts, complex business structures and pressing progress requirements. The status quo of the project management of the government informationalized construction project is: there is no clear-cut definition of the project management of th

12、e informationalized construction of the government, no tools to implement the project management; the construction of the management processes and the relevant module is still at the initial stage; there exist the problems of “vague requirement, slacken control, and weak supervision”. It is the manu

13、al management that still controls the management of groups of projects and investment portfolio, and no scientific management system processes have ever come into being. These problems exhibit themselves specifically in the following ways： ? Startup： no definition of work scope, vague requirement an

Completion of the project：no clear settlement；no summary and no accumulation Therefore, the management capability of Party As project of the government department in charge o

The content for research in terms of Party As project management of the 6 government informationalized construction project is：how to operate and manage the construction of the information system of Party A engaged in the
