1、市政基础设施BT融资模式研究摘 要市政基础设施是国家城市建设的重要内容，相对完善的基础设施建设对于一个国家的国民经济和社会发展将起到至关重要的作用，是提高人民生活水平的根本保障。现阶段，我国市政基础设施建设相对落后、供给不足，远不能满足人民生活水平的需要和社会发展需求。而长期以来，我国在市政基础设施建设方面主要靠政府进行投资，投资渠道单一狭窄，不仅给政府财政造成重要负担，而且政府对市政基础设施建设管理绩效低下也是一个突出问题。面对如此现状，民间资本进入基础设施投资领域成为必由之路，各种融资模式都应该积极地参与到市政基础设施建设投融资当中。本论文即针对近年来引起广泛关注的并在我国市政基础设施领域
2、逐渐发展并逐步发挥重要作用的一种投融资模式BT融资模式进行探讨，主要研究内容有：首先，在准确界定本论文所研究客体市政基础设施涵义的基础上，对其分类、特点及作用作了详细的介绍，着重针对现阶段市政基础设施现状分析了引入民间资本的必要性。其次，介绍BT模式的涵义，并结合我国市政基础设施现状分析了BT模式的适用性及在市政基础设施领域的适用范围，在此基础上讲述BT模式的作用、特征以回应如何解决上文提出的市政基础设施现状，并阐述BT模式的运作流程、几种常见模式及风险分析。再次，介绍国家在市政基础设施领域投资政策体制及由于BT模式不成熟引发的争论，由此探讨BT模式应用障碍及解决的措施和建议。最后，通过对一个
3、BT模式应用于市政基础设施的具体案例北京地铁十号线奥运支线进行分析，分析该项目的项目运行机制、融资结构及项目风险分担，并对BT融资模式在该项目中的应用总结经验和教训。本文从理论和实践两方面阐述了BT融资模式在市政基础设施的适用性和应用价值，并且针对目前我国市政基础设施现状和BT融资模式的应用障碍提出了相应的解决措施和建议，并对BT应用于我国基础设施的前景进行了展望。关键词：市政基础设施 BT融资模式 项目融资 风险On BT Financing Mode of Infrastructure ConstructionABSTRACT Infrastructure is a significant

Comparatively perfect infrastructure plays a vital role in national economic and social development .And it is the essential guarantee of improving the level of peoples life.Nowadays, infrastructure of our country is comparatively underdeveloped and lack of supply,and
5、it always can hardly satisfy the demand of peoples life and social development. And for a long time, the infrastructure construction mostly depends on governments investment. The limited channel of investment load government finance with a heavier burden, and also the inefficiency of government mana
6、gement is a prominent problem. In face of the situation, non-government capital joining in the field of infrastructure investment will be the necessity , and all kind of financing mode should actively participate into the investment and finance of the infrastructure construction. It is written just
7、to study a new financing mode, called BT financing mode, which is now caught more and more attention and is gradually applied to the infrastructure and make an important role .The major content of this paper is introduced just as follows:Firstly, it explains the concept of infrastructure exactly, an
8、d introduces the categories, the characters and the functions of the infrastructure in detail. And then in allusion to the state of our countrys infrastructure ，the writer emphasizes to expound the necessity of bringing non-government capital into infrastructure construction.Secondly, it introduces
9、the concept of BT financing mode, analyzes the adaptation of BT mode into infrastructure of our country with the combinations of infrastructures situation at present. On the basis,it explains the function, character in related to the situation that forward words mentioned. Then,it introduces the pro
10、cedure of the BT financing mode operated during all the phases, the operate flow of some familiar kinds of BT mode, and the risk shares among the course.Thirdly, it reviews the policy of our country with regard to the infrastructure investment and BT financing mode, and hot discussion about BT finan
11、cing mode .Then it discusses the obstacle of BT mode adapted into our countrys infrastructure and proposes the advices and the measures towards it.Finally, through out a case of BT financing mode applied to infrastructure, called Olympic branch of Beijing subway, the paper analyzes the mechanism, fi
12、nancing structure, project risk on shares, and summarizes the experiences and lesson.To sum up, it demonstrates the feasibility and the value of BT financing mode adapted into infrastructure in theory and practice. And in face of the infrastructure situation in our country and hindrance of BT mode a
