1、 高等院校新校区建设项目实施代建模式前景研究摘 要代建制是一种近些年在中国兴起的新型的建设管理模式，与国外的项目管理承包（PMC）模式有本质上的一致。它将传统管理体制中的“建用合一”改为“建用分开”并割断建设单位和使用单位之间的利益关系，将“投资、建设、管理、使用”各阶段分离。通过专业化项目管理最终达到控制投资、提高投资效益和管理水平的目的。随着我国建筑市场的发展，代建制已经被广泛的应用到了非经营性政府投资项目上。高等院校新校区的建设，作为一种特殊的准经营性政府投资项目，既要做到高质量、低成本、最大限度的满足教学、科研和生活的需要，又要尽可能使建筑单体成为学校的标志、景点、反映出高校的风格。选
2、择一种合适的项目管理模式是项目成功与否的关键。原有的建设指挥部、基建处等管理模式已经难以适应新的形势。我们应该探寻新的管理模式来解决高校新校区建设项目的管理。因此本文的重点就是论证分析代建制管理模式在高等院校新校区建设项目中的可行性与前景研究。根据代建制的适用范围，高校新校区建设项目本身的特点以及目前管理体制存在的一些弊端，提出对高校新校区建设项目采用代建制管理模式。借鉴其他研究者对高等院校建设项目的分析，利用对比论证，归纳总结等方法，全面论证代建制在高校建设项目中的应用前景，并且提出了相应的管理运作方式和合同管理模式。关键词：高等院校新校区 建设项目 代建制 前景研究Research on

14、的新校区建设项目是一项特殊的准经营性政府投资项目。目前大多还都采取的是基建处、指挥部管理模式，随着对工期的合理优化、资金的高效使用以及社会效益评价指标体系的逐渐完善，传统基建管理模式的弊端已经初见端倪。“代建制”作为一种新兴且高效的管理模式已经被越来越多的高校建设管理者所提及和研究。本文即是针对高等院校新校区建设项目实施代建制管理模式的前景展开。1.1 研究背景1.1.1 高等院校新校区建设目前的管理现状高校新校区建设项目正在如火如荼的进行中，对于高校这种对工期、质量、成本有严格要求的工程来说，选择一种正确而合理的项目管理模式是做好项目的基本保障。近些年来通过对外借鉴引进，以及国内建筑行业基建
15、管理的实践积累，目前我国项目管理模式大体上可以分为三大类：一是业主方直接参与管理与控制施工过程的项目管理模式，如工程指挥部管理模式或甲方项目制管理模式。二是以提供项目管理服务为主的项目管理模式，如PM模式。三是参与项目勘察、设计、采购、施工、试运行等全部或部分实施环节的项目管理方式，如工程总承包（EPC）、设计施工承包（DB）、采购施工承包（PC）、建设转让承包（BT）、建设经管转让（BOT）、建设拥有经管(BOO)等方式。 在高等院校新校区建设项目中，普遍采用的是前两种项目管理模式。目前，业主方采取自建自管的管建模式主要是由使用单位根据其自身的需要，在充分自行论证的基础上完成项目建设的前期工作，并由此向政府申请相应的财政投资，待相关的政府投资部门批准之后，由申请单位自行进行管理、支配、使用该项投资于全部建设过程并承担相应的责任。然后由使用单位根据项目自身的特点来组织建设并且对整个建设过程负责监管和控制。1自建自管方式流程图如图1.1：投资申请使用单位国有资产管理部门工程招投标材料设备采购规划设计征地拆
