2、dentbeforeheentersontheexecutionofthisoffice.Idonotconsideritnecessaryatpresentformetodiscussthosemattersofadministrationaboutwhichthereisnospecialanxietyorexcitement.ApprehensionseemstoexistamongthepeopleoftheSouthernStatesthatbytheaccessionofaRepublicanAdministrationtheirpropertyandtheirpeaceandpe
3、rsonalsecurityaretobeendangered.Therehasneverbeenanyreasonablecauseforsuchapprehension.Indeed,themostampleevidencetothecontraryhasallthewhileexistedandbeenopentotheirinspection.Itisfoundinnearlyallthepublishedspeechesofhimwhonowaddressesyou.IdobutquotefromoneofthosespeecheswhenIdeclarethat:Ihavenopu
4、rpose,directlyorindirectly,tointerferewiththeinstitutionofslaveryintheStateswhereitexists.IbelieveIhavenolawfulrighttodoso,andIhavenoinclinationtodoso.ThosewhonominatedandelectedmedidsowithfullknowledgethatIhadmadethisandmanysimilardeclarationsandhadneverrecantedthem;andmorethanthis,theyplacedinthep
5、latformformyacceptance,andasalawtothemselvesandtome,theclearandemphaticresolutionwhichInowread:Resolved,ThatthemaintenanceinviolateoftherightsoftheStates,andespeciallytherightofeachStatetoorderandcontrolitsowndomesticinstitutionsaccordingtoitsownjudgmentexclusively,isessentialtothatbalanceofpoweronw
6、hichtheperfectionandenduranceofourpoliticalfabricdepend;andwedenouncethelawlessinvasionbyarmedforceofthesoilofanyStateorTerritory,nomatterwhatpretext,asamongthegravestofcrimes.Inowreiteratethesesentiments,andindoingsoIonlypressuponthepublicattentionthemostconclusiveevidenceofwhichthecaseissusceptibl
7、ethattheproperty,peace,andsecurityofnosectionaretobeinanywiseendangeredbythenowincomingAdministration.Iadd,too,thatalltheprotectionwhich,consistentlywiththeConstitutionandthelaws,canbegivenwillbecheerfullygiventoalltheStateswhenlawfullydemanded,forwhatevercause-ascheerfullytoonesectionastoanother.Th
8、ereismuchcontroversyaboutthedeliveringupoffugitivesfromserviceorlabour.TheclauseInowreadisasplainlywrittenintheConstitutionasanyotherofitsprovisions:NopersonheldtoserviceorlabourinoneState,underthelawsthereof,escapingintoanother,shallinconsequenceofanylaworregulationthereinbedischargedfromsuchservic
9、eorlabour,butshallbedelivereduponclaimofthepartytowhomsuchserviceorlabourmaybedue.Itisscarcelyquestionedthatthisprovisionwasintendedbythosewhomadeitforthereclaimingofwhatwecallfugitiveslaves;andtheintentionofthelawgiveristhelaw.AllmembersofCongresssweartheirsupporttothewholeConstitution-tothisprovis
10、ionasmuchastoanyother.Totheproposition,then,thatslaveswhosecasescomewithinthetermsofthisclauseshallbedelivereduptheiroathsareunanimous.Now,iftheywouldmaketheeffortingoodtemper,couldtheynotwithnearlyequalunanimityframeandpassalawbymeansofwhichtokeepgoodthatunanimousoath?Thereissomedifferenceofopinion
11、whetherthisclauseshouldbeenforcedbynationalorbyStateauthority,butsurelythatdifferenceisnotaverymaterialone.Iftheslaveistobesurrendered,itcanbeofbutlittleconsequencetohimortoothersbywhichauthorityitisdone.Andshouldanyoneinanycasebecontentthathisoathshallgoun-keptonamerelyunsubstantialcontroversyastoh
12、owitshallbekept?Again:Inanylawuponthissubjectoughtnotallthesafeguardsoflibertyknownincivilizedandhumanejurisprudencetobeintroduced,sothatafreemanbenotinanycasesurrenderedasaslave?AndmightitnotbewellatthesametimetoprovidebylawfortheenforcementofthatclauseintheConstitutionwhichguaranteesthatthecitizen
13、sofeachStateshallbeentitledtoallprivilegesandimmunitiesofcitizensintheseveralStates?Itaketheofficialoathto-daywithnomentalreservationsandwithnopurposetoconstruetheConstitutionorlawsbyanyhypercriticalrules;andwhileIdonotchoosenowtospecifyparticularactsofCongressaspropertobeenforced,Idosuggestthatitwi
14、llbemuchsaferforall,bothinofficialandprivatestations,toconformtoandabidebyallthoseactswhichstandun-repealedthantoviolateanyofthemtrustingtofindimpunityinhavingthemheldtobeunconstitutional.Itisseventy-twoyearssincethefirstinaugurationofaPresidentunderourNationalConstitution.Duringthatperiodfifteendif
15、ferentandgreatlydistinguishedcitizenshaveinsuccessionadministeredtheexecutivebranchoftheGovernment.Theyhaveconducteditthroughmanyperils,andgenerallywithgreatsuccess.Yet,withallthisscopeofprecedent,Inowenteruponthesametaskforthebriefconstitutionaltermoffouryearsundergreatandpeculiardifficulty.Adisrup
16、tionoftheFederalUnion,heretoforeonlymenaced,isnowformidablyattempted.TopIholdthatincontemplationofuniversallawandoftheConstitutiontheUnionoftheseStatesisperpetual.Perpetuityisimplied,ifnotexpressed,inthefundamentallawofallnationalgovernments.Itissafetoassertthatnogovernmentpropereverhadaprovisioninitsorganiclawforitsowntermination.ContinuetoexecutealltheexpressprovisionsofourNationalConstitution,andtheU
