2、esoftheEmpireofJapan.TheUnitedStateswasatpeacewiththatnationand,atthesolicitationofJapan,wasstillinconversationwithitsgovernmentanditsemperorlookingtowardthemaintenanceofpeaceinthePacific.Indeed,onehourafterJapaneseairsquadronshadcommencedbombingintheAmericanislandofOahu,theJapaneseambassadortotheUn
3、itedStatesandhiscolleaguedeliveredtoourSecretaryofStateaformalreplytoarecentAmericanmessage.Andwhilethisreplystatedthatitseemeduselesstocontinuetheexistingdiplomaticnegotiations,itcontainednothreatorhintofwarorofarmedwillberecordedthatthedistanceofHawaiifromJapanmakesitobviousthattheattackwasdeliber
4、atelyplannedmanydaysorevenweeksago.Duringtheinterveningtime,theJapanesegovernmenthasdeliberatelysoughttodeceivetheUnitedStatesbyfalsestatementsandexpressionsofhopeforcontinuedpeace.TheattackyesterdayontheHawaiianislandshascausedseveredamagetoAmericannavalandmilitaryforces.Iregrettotellyouthatveryman
5、yAmericanliveshavebeenlost.Inaddition,AmericanshipshavebeenreportedtorpedoedonthehighseasbetweenSanFranciscoandHonolulu.Yesterday,theJapanesegovernmentalsolaunchedanattackagainstMalaya.Lastnight,JapaneseforcesattackedHongKong.Lastnight,JapaneseforcesattackedGuam.Lastnight,JapaneseforcesattackedthePh
6、ilippineIslands.Lastnight,theJapaneseattackedWakeIsland.Andthismorning,theJapaneseattackedMidwayIsland.Japanhas,therefore,undertakenasurpriseoffensiveextendingthroughoutthePacificfactsofyesterdayandtodayspeakforthemselves.ThepeopleoftheUnitedStateshavealreadyformedtheiropinionsandwellunderstandtheim
7、plicationstotheverylifeandsafetyofournation.AscommanderinchiefoftheArmyandNavy,Ihavedirectedthatallmeasuresbetakenforourdefense.Butalwayswillourwholenationrememberthecharacteroftheonslaughtagainstus.Nomatterhowlongitmaytakeustoovercomethispremeditatedinvasion,theAmericanpeopleintheirrighteousmightwi
8、llwinthroughtoabsolutevictory.IbelievethatIinterpretthewilloftheCongressandofthepeoplewhenIassertthatwewillnotonlydefendourselvestotheuttermost,butwillmakeitverycertainthatthisformoftreacheryshallneveragainendangerus.Hostilitiesexist.Thereisnoblinkingatthefactthatourpeople,ourterritory,andourinteres
