3、lyzesneededeffortstoconvertretreatintoadvance.Ineverydarkhourofournationallifealeadershipoffranknessandvigorhasmetwiththatunderstandingandsupportofthepeoplethemselveswhichisessentialtovictory.Iamconvincedthatyouwillagaingivethatsupporttoleadershipinthesecriticaldays.Insuchaspiritonmypartandonyourswe
4、faceourcommondifficulties.Theyconcern,thankGod,onlymaterialthings.Valueshaveshrunkentofantasticlevels;taxeshaverisen;ourabilitytopayhasfallen;governmentofallkindsisfacedbyseriouscurtailmentofincome;themeansofexchangearefrozeninthecurrentsoftrade;thewitheredleavesofindustrialenterpriselieoneveryside;
5、farmersfindnomarketsfortheirproduce;thesavingsofmanyyearsinthousandsoffamiliesaregone.Moreimportant,ahostofunemployedcitizensfacethegrimproblemofexistence,andanequallygreatnumbertoilwithlittlereturn.Onlyafoolishoptimistcandenythedarkrealitiesofthemoment.Yetourdistresscomesfromnofailureofsubstance.We
6、arestrickenbynoplagueoflocusts.Comparedwiththeperilswhichourforefathersconqueredbecausetheybelievedandwerenotafraid,wehavestillmuchtobethankfulfor.Naturestilloffersherbountyandhumaneffortshavemultipliedit.Plentyisatourdoorstep,butageneroususeofitlanguishesintheverysightofthesupply.Primarilythisisbec
7、ausetherulersoftheexchangeofmankindsgoodshavefailed,throughtheirownstubbornnessandtheirownincompetence,haveadmittedtheirfailure,andabdicated.Practicesoftheunscrupulousmoneychangersstandindictedinthecourtofpublicopinion,rejectedbytheheartsandmindsofmen.Truetheyhavetried,buttheireffortshavebeencastint
8、hepatternofanoutworntradition.Facedbyfailureofcredittheyhaveproposedonlythelendingofmoremoney.Strippedofthelureofprofitbywhichtoinduceourpeopletofollowtheirfalseleadership,theyhaveresortedtoexhortations,pleadingtearfullyforrestoredconfidence.Theyknowonlytherulesofagenerationofself-seekers.Theyhaveno
9、vision,andwhenthereisnovisionthepeopleperish.Themoneychangershavefledfromtheirhighseatsinthetempleofourcivilization.Wemaynowrestorethattempletotheancienttruths.Themeasureoftherestorationliesintheextenttowhichweapplysocialvaluesmorenoblethanmeremonetaryprofit.Happinessliesnotinthemerepossessionofmone
10、y;itliesinthejoyofachievement,inthethrillofcreativeeffort.Thejoyandmoralstimulationofworknolongermustbeforgotteninthemadchaseofevanescentprofits.Thesedarkdayswillbeworthalltheycostusiftheyteachusthatourtruedestinyisnottobeministereduntobuttoministertoourselvesandtoourfellowmen.Recognitionofthefalsit
11、yofmaterialwealthasthestandardofsuccessgoeshandinhandwiththeabandonmentofthefalsebeliefthatpublicofficeandhighpoliticalpositionaretobevaluedonlybythestandardsofprideofplaceandpersonalprofit;andtheremustbeanendtoaconductinbankingandinbusinesswhichtoooftenhasgiventoasacredtrustthelikenessofcallousands
12、elfishwrongdoing.Smallwonderthatconfidencelanguishes,foritthrivesonlyonhonesty,onhonor,onthesacrednessofobligations,onfaithfulprotection,onunselfishperformance;withoutthemitcannotlive.Restorationcalls,however,notforchangesinethicsalone.ThisNationasksforaction,andactionnow.Ourgreatestprimarytaskistop
13、utpeopletowork.Thisisnounsolvableproblemifwefaceitwiselyandcourageously.ItcanbeaccomplishedinpartbydirectrecruitingbytheGovernmentitself,treatingthetaskaswewouldtreattheemergencyofawar,butatthesametime,throughthisemployment,accomplishinggreatlyneededprojectstostimulateandreorganizetheuseofournatural
14、resources.Handinhandwiththiswemustfranklyrecognizetheoverbalanceofpopulationinourindustrialcentersand,byengagingonanationalscaleinaredistribution,endeavortoprovideabetteruseofthelandforthosebestfittedfortheland.Thetaskcanbehelpedbydefiniteeffortstoraisethevaluesofagriculturalproductsandwiththisthepo
15、wertopurchasetheoutputofourcities.Itcanbehelpedbypreventingrealisticallythetragedyofthegrowinglossthroughforeclosureofoursmallhomesandourfarms.ItcanbehelpedbyinsistencethattheFederal,State,andlocalgovernmentsactforthwithonthedemandthattheircostbedrasticallyreduced.Itcanbehelpedbytheunifyingofreliefa
16、ctivitieswhichtodayareoftenscattered,uneconomical,andunequal.Itcanbehelpedbynationalplanningforandsupervisionofallformsoftransportationandofcommunicationsandotherutilitieswhichhaveadefinitelypubliccharacter.Therearemanywaysinwhichitcanbehelped,butitcanneverbehelpedmerelybytalkingaboutit.Wemustactandactquickly.Finally,inourprogresstowardaresumptionofworkwerequiretwosafeguardsagainstareturnoftheevilsoftheoldorder;theremu
