2、atpeacewiththatnationand,atthesolicitationofJapan,wasstillinconversationwithitsgovernmentanditsemperorlookingtowardthemaintenanceofpeaceinthe,onehourafterJapaneseairsquadronshadcommencedbombingintheAmericanislandofOahu,theJapaneseambassadortotheUnitedStatesandhiscolleaguedeliveredtoourSecretaryofSta
3、teaformalreplytoarecentAmericanwhilethisreplystatedthatitseemeduselesstocontinuetheexistingdiplomaticnegotiations,itcontainednothreatorhintofwarorofarmedattack.ItwillberecordedthatthedistanceofHawaiifromJapanmakesitobviousthattheattackwasdeliberatelyplannedmanydaysorevenweekstheinterveningtime,theJa
4、panesegovernmenthasdeliberatelysoughttodeceivetheUnitedStatesbyfalsestatementsandexpressionsofhopeforcontinuedpeace.TheattackyesterdayontheHawaiianislandshascausedseveredamagetoAmericannavalandmilitaryregrettotellyouthatverymanyAmericanliveshavebeenaddition,Americanshipshavebeenreportedtorpedoedonth
5、ehighseasbetweenSanFranciscoandHonoluluYesterday,theJapanesegovernmentalsolaunchedanattackagainstMalaya.Lastnight,JapaneseforcesattackedHongKong.Lastnight,JapaneseforcesattackedGuam.Lastnight,JapaneseforcesattackedthePhilippineIslands.Lastnight,theJapaneseattackedWakeIsland.Andthi-orning,theJapanese
6、attackedMidwayIsland.Japanhas,therefore,undertakenasurpriseoffensiveextendingthroughoutthePacificfactsofyesterdayandtodayspeakforpeopleoftheUnitedStateshavealreadyformedtheiropinionsandwellunderstandtheimplicationstotheverylifeandsafetyofournation.AscommanderinchiefoftheArmyandNavy,Ihavedirectedthat
7、allmeasuresbetakenforouralwayswillourwholenationrememberthecharacteroftheonslaughtagainstus.Nomatterhowlongitmaytakeustoovercomethispremeditatedinvasion,theAmericanpeopleintheirrighteou-ightwillwinthroughtoabsolutevictory.IbelievethatIinterpretthewilloftheCongressandofthepeoplewhenIassertthatwewilln
