2、large,thepeoplehavebecomewell-off.ThisisagreatvictoryforthesocialistsystemandanewmilestoneinthehistoryofthedevelopmentoftheChinesenation.WemustbeawarethatChinaisintheprimarystageofsocialismandwillremainsoforalongtimetocome.Thewell-offlifeweareleadingisstillatalowlevel;itisnotall-inclusiveandisveryun
3、even.Theprincipalcontradictioninoursocietyisstillonebetweentheever-growingmaterialandculturalneedsofthepeopleandthebackwardnessofsocialproduction.Ourproductiveforces,science,technologyandeducationarestillrelativelybackward,sothereisstillalongwaytogobeforeweachieveindustrializationandmodernization.Th
4、edualstructureinurbanandruraleconomyhasnotyetbeenchanged,thegapbetweenregionsisstillwideningandtherearestillquitealargenumberofimpoverishedpeople.Chinaspopulationcontinuestogrow,theproportionoftheagedisgettinglarger,andthepressureonemploymentandsocialsecurityismounting.Thecontradictionbetweentheecol
5、ogicalenvironmentandnaturalresourcesontheonehandandeconomicandsocialdevelopmentontheotherisbecomingincreasinglyconspicuous.Westillfeelpressurefromdevelopedcountriesastheyhavetheupperhandinsuchfieldsastheeconomy,scienceandtechnology.Theeconomicstructureandmanagerialsystemsinotherfieldsremaintobeperfe
6、cted.Therearestillsomeproblemswecannotaffordtooverlookinimprovingdemocracyandthelegalsystemaswellastheideologicalandethicalstandards.Weneedtoworkhardoveralongperiodoftimetoconsolidateandupliftourcurrentwell-offstandardofliving.Anoverviewofthesituationshowsthatforourcountry,thefirsttwodecadesofthe21s
7、tcenturyareaperiodofimportantstrategicopportunities,whichwemustseizetightlyandwhichoffersbrightprospects.InaccordancewiththedevelopmentobjectivesuptoXX,thecentenaryofthePartyandthatofNewChina,asproposedattheFifteenthNationalCongress,weneedtoconcentrateonbuildingawell-offsocietyofahigherstandardinana
8、ll-roundwaytothebenefitofwelloveronebillionpeopleinthisperiod.Wewillfurtherdeveloptheeconomy,improvedemocracy,advancescienceandeducation,eichculture,fostersocialharmonyandupgradethetextureoflifeforthepeople.Thetwodecadesofdevelopmentwillserveasaninevitableconnectinglinkforattaintingthethird-stepstra
9、tegicobjectivesforourmodernizationdriveaswellasakeystageforimprovingthesocialistmarketeconomyandopeningwidertotheoutsideworld.Buildingonwhatisachievedatthisstageandcontinuingtoworkforseveralmoredecades,wewillhaveinthemainaccomplishedthemodernizationprogramandturnedChinaintoastrong,prosperous,democra
10、ticandculturallyadvancedsocialistcountrybythemiddleofthiscentury.Theobjectivesofbuildingawell-offsocietyinanall-roundwayareasfollows:-Onthebasisofoptimizedstructureandbettereconomicreturns,effortswillbemadetoquadrupletheGDPoftheyearXXby2020,andChinasoverallnationalstrengthandinternationalcompetitive
11、nesswillincreasemarkedly.Wewillinthemainachieveindustrializationandestablishafull-fledgedsocialistmarketeconomyandamoreopenandviableeconomicsystem.Theproportionofurbanpopulationwillgoupconsiderablyandthetrendofwideningdifferencesbetweenindustryandagriculture,betweenurbanandruralareasandbetweenregion
12、swillbereversedstepbystep.Wewillhaveafairlysoundsocialsecuritysystem.Therewillbeahigherrateofemployment.Peoplewillhavemorefamilypropertyandleadamoreprosperouslife.-Socialistdemocracyandthelegalsystemwillbefurtherimproved.Thebasicprincipleofrulingthecountrybylawwillbeimplementedcompletely.Thepolitica
13、l,economicandculturalrightsandinterestsofthepeoplewillberespectedandguaranteedinrealearnest.Democracyatthegrassrootslevelwillbebetterpracticed.Peoplewillenjoyasoundpublicorderandliveandworkinpeaceandcontentment.-Theideologicalandethicalstandards,thescientificandculturalqualities,andthehealthofthewho
14、lepeoplewillbeenhancednotably.Asoundmodernnationaleducationalsystem,scientific,technologicalandculturalinnovationsystemsaswellasnationwidefitnessandmedicalandhealthsystemswilltakeshape.Peoplewillhaveaccesstobettereducation.Wewillmakeseniorsecondaryeducationbasicallyuniversalinthecountryandeliminatei
15、lliteracy.Alearningsocietyinwhichallthepeoplewilllearnorevenpursuelife-longeducationwillemergetoboosttheirall-rounddevelopment.-Thecapabilityofsustainabledevelopmentwillbesteadilyenhanced.Theecologicalenvironmentwillbeimproved.Theefficiencyofusingresourceswillbeincreasedsignificantly.Wewillenhanceha
16、rmonybetweenmanandnaturetopushthewholesocietyontoapathtocivilizeddevelopmentfeaturingthegrowthofproduction,anaffluentlifeandasoundecosystem.Theobjectivessetatthiscongressforbuildingawell-offsocietyinanall-roundwayareobjectivesofcomprehensiveeconomic,politicalandculturaldevelopmentofsocialismwithChinesecharacteristics,objectiveswellgearedtotheeffortstospeedupmodernization.Theytallywiththenationalconditions,therealitiesofthemodernizationdrivea
