1、 天津天津电子招投标平台的设计与实现电子招投标平台的设计与实现 Tianjin electronic bidding platform design and implementation of 学科专业：软件工程 研 究 生：倪海芹 指导教师：曹静 高工 企业导师：陈清金 高工 天津大学软件学院 二零一二年五月 摘摘 要要 随着互联网的发展成为一种全新经济，并迅速改变着各行各业的传统作业模式和固有的商业格局的时候，我国的电子招投标行业也迎来了全新的发展时期，为了减少贪污腐败，电子招投标实行“公开、公平、公正、服务”为原则，实现透明公开， 因此阐述了如何建设一套基于 WEB 电子招投标平台的设计
2、与实现。 本课题运用了软件工程知识，从电子招投标系统的可行性需求分析与详细设计、软件功能需求等等各个环节进行论述。本系统采用了 Microsoft .NET Framework 技术、CSS+JavaScrip 技术和 AJAX 技术等来完成的。 本系统需要完成的主要内容有：权限设置及权限设定、系统基础数据维护、项目基本信息设定、项目基本信息设定、标书发售、供应商网上应答、供应商资质信息维护、供应商签到、招标信息文件设定、投标保证金收取、供应商网上开标解密、评标前期设定、评标管理、专家评标、评分管理、定标、价格阶段入围评标、合同签订、合同执行、废标。其中，竞争性谈判类、单一来源采购类项目包括供
3、应商网上解密， 但不包括供应商网上开标部分； 询价采购类不包括网上解密、资质审查、签到、交纳投标保证金、网上开标。电子招投标管理的系统，实现“公开、公平、公正、服务” 。 全面增强电子招投标平台的整体功能；全面提升采购工作的核心能力；加强内部管理、 实现方便快捷的部门审核； 为各方采购当事人提供一个方便的平台；增强系统的灵活性和易用性。 将便捷、 高效贯穿于系统， 实现整体工作的计划性、管理性及前瞻性，为决策服务奠定基础。 提高系统的完整性、安全性、稳定性；提高透明度，加强各方采购当事人之间的即时有效互动；提高效率，增强系统的灵活性和易用性，界面简单任务明确、方便有效的信息交互；提高服务品质，
4、增强平台多方面的功能，通过服务有效达到多赢；提高管理水平，增强系统的清晰度，升华设计思路。 关键词：关键词：电子招投标 平台 共享 公平 设计 ABSTRACT With the development of the Internet as a new economy and rapidly changing the traditional mode of operation of all walks of life and the inherent business structure, Chinas electronic bidding industry ushered in a new

6、ect of the use of software engineering knowledge, the feasibility of the electronic bidding system requirements analysis and detailed design, software functional requirements, and so on all aspects of discourse. The system uses the Microsoft NET Framework technology, CSS and JavaScript technology an

The system needs to complete the main contents are: the right setting and permissions settings, system basic data maintenance, project of basic information, basic information set, set the project bids for the supplier, supplier qualification, online answering informa
8、tion maintenance, suppliers, bidding documents in information set, bid security charge, suppliers online opening decryption, bid evaluation, early set evaluation of the management, expert evaluation, score management, calibration, price evaluation, contract signing stage finalists, the execution of
9、the contract, invalid. Wherein, competitive negotiation, single source procurement projects including suppliers online decryption, but does not include suppliers online opening part; inquiry class does not include online decryption, quality review, sign, pay bid bond, online bid. Electronic bidding
10、management system to achieve the“ open, fair, justice, service“. Enhance the overall function of the electronic bidding platform; to enhance the core competencies of the procurement; strengthen internal management, to achieve the convenient department audit; provides a convenient platform for the pa
