1、SCENIC ROUTE AUDIT AND EVALUATION,International Tourism Planning,Dec 2008,GMS SOUTHERN TRANSPORT CORRIDOR,SCENIC ROUTE AUDIT AND EVALUATION,BACKGROUND: Under the Greater Mekong Sub-Region (GMS) development agreement, some 11 flagship programs for the six GMS nations were identified. One was tourism,

2、 and another was a series of GMS Transport Corridors to be constructed north-south, and east-west, to link the six countries.,GREATER MEKONG SUB-REGION TRANSPORT CORRIDORS,CAMBODIACHINA Yunnan and Guanxi Provinces LAO PDR MYANMAR THAILAND VIET NAM,SCENIC ROUTE AUDIT AND EVALUATIONTransport infrastru

3、cture is vital to achieve the objectives of the GMS Tourism Strategy by ensuring access to and within the GMS. The major road, rail and water transport networks that serve the GMS have the potential to move millions of passengers from north-to-south and east-to-west throughout the subregion. Huge in

4、vestment has been made in infrastructure in the GMS strategic corridors by national governments and multilateral and bilateral donors and this should be utilized where it coincides with tourism resources (natural and man made).,GMS TOURISM STRATEGY AIR, RAIL, RIVER & SEA TRANSPORTThe GMS Tourism Str

5、ategy recognizes this factor and proposed that:The Transport Requirements of Tourism Development in the GMS. The rationale of the project is that there is potential for tourism development through air, rail, river and coastal water transport and that these needs should be studied through a well plan

6、ned and resourced project.,GMS TOURISM STRATEGY AIR, RAIL, RIVER Sea/Coastal Transport: an analysis of the potential for cruise shipping and& coastal ship services to serve the GMS tourists.,Gap Analysis Absence of Road Transport Analysis for Touristic NeedsThe gap in the GMS Tourism Strategy projec

7、t revealed a complete lack of attention to road transport and tourism needs. When one examines the road infrastructure of the economic transport corridors, it is apparent that the highways have been designed with end-to-end movement of passengers and goods in the fastest possible time, and the touri

8、stic qualities of the routes and their capacity to meet a variety of touristic needs were overlooked.,SCENIC ROUTE AUDIT AND EVALUATION THE PROBLEM All design and development of the new highway network was carried out by engineers and economists whose main objective was to come up with the shortest

9、routes between major economic centres.No facilities for tourists (e.g. lookouts, public toilets, rest stops, travellers facilities, etc) were considered.,Gap Analysis - Poverty alleviationThe new transport corridors neglected any specific mechanisms for engaging the local communities through which t

10、hey pass (or by-pass) in the potential economic benefits of the new highways, and thus opportunities for community based poverty alleviation were not addressed. Utilising the highways for tourism however can provide a range of opportunities for such communities to take advantage of the passing traff

11、ic.,Gap Analysis - Poverty alleviationIt is expected that the impacts of the provision of small scale infrastructure and services could have a significant positive benefit on poor particularly through job creation, better facilities, better access to the area and cross sectoral linkages - e.g. farme

12、rs selling produce to the tourism sector, women selling handicrafts from roadside market places and rest areas, communities establishing small new tourism attractions (eg a guided walk through a rainforest or to a nearby waterfall, or an ancient temple hidden from view).,SCENIC ROUTE AUDIT AND EVALU

13、ATION THE FORECASTPrivate car ownership in the GMS countries is forecast to rise more than 1000% in the next 20 years.One outcome of this is that touring by private vehicle will become a major form of tourism within the region, as it is in Europe, North America and Australasia.,The Transport Corrido

14、rs will facilitate this new form of tourism.,SCENIC ROUTE AUDIT AND EVALUATION THE OPPORTUNITYIn western countries the journey is a major part of the total travel experience, whereas in Asia at present travel is functional and undertaken to arrive at the destination.,The opportunity therefore exists

15、 to carry out a touristic analysis of the GMS Transport Corridors to plan their development as a new tourism product - scenic touring routes.,SCENIC ROUTE AUDIT AND EVALUATION,In my Province in Australia, called Tasmania, the destinations are all linked by themed scenic touring routes such as the He

16、ritage Highway, North Ocean Road, the Wine Trail, the Alpine (High Mountains) Highway, the Eastern Beaches & Bays Highway, etc.,SCENIC ROUTE AUDIT AND EVALUATION,Cambodian section of the Southern East-West Transport Corridor,A pilot study of the Cambodian section of the Southern East-West Transport

17、Corridor was undertaken in March 2007.,A SCENIC ROUTE AUDIT AND EVALUATION was designed using a detailed survey instrument to achieve five key outputs:A new tourism product, that is, - a scenic touring route.2. The development of new attractions, activities and sites for tourism along the route, hence:- - a project document with recommendations for constructing or developing new attractions, activities and sites at specified locations along the route.,
