1、LESSON 31,BASIC PRINCIPLES TO BE OBSERVED(遵守) IN KEEPING AN ENGINEERING WATCH,1.*Parties(缔约国) shall direct the attention of shipowners(船主), ship operators, masters, chief engineer officers and watchkeeping personnel to the following principles,which shall be observed to ensure that a safe engineerin

2、g watch is maintained at all times.,2. *The term “watch” is used in this Regulation(规则) to mean either a group of personnel composing(组成) the watch or,or a period of responsibility for an engineer officer during which his physical presence in the machinery space may or may not be required.,3. *The b

3、asic principles, including but not limited to the following shall be taken into account on all ships.,4. General (a) *The chief engineer officer of every ship is bound(受到约束的, 负有义务的) in consultation(协商) with the master, to ensure that watchkeeping arrangements are adequate to maintain a safe watch.,*

4、When deciding to composition of the watch which may include appropriate engine room ratings(定员、普通人员), the following criteria(标准), inter alia(特别、尤其、除了其它事物以外), shall be taken into account:,(i) The type of ship and the type and condition of the machinery;,(ii) The adequate supervision, at all times, of

5、 machinery affecting the safe operation of the ship;,(iii) any special modes of operation dictated(指令) by conditions such as weather, ice, contaminated water, shallow water, emergency conditions, damage containment(船损控制) or pollution abatement(减少污染);,(iv) the qualifications(资格) and experience of the

6、 watch;,(v) the safety of life, ship ,cargo and port, and protection of the environment;,(vi) observance(习惯; 惯例) of international, national and local regulations;,(vii) maintaining the normal operations of the ship.,(b) *Under the direction of the chief engineer officer, the engineer officer in char

7、ge of the watch shall be responsible for the inspection, operation and testing as required, of all machinery and equipment under his responsibility.,The engineer officer in charge of a watch is the chief engineer officers representative and,and his primary responsibility at all times, shall be the s

8、afe and efficient operation and upkeep(保养、维护) of machinery affecting the safety of the ship.,(c) *The chief engineer officer shall, in consultation with the master, determine in advance the needs of the intended(计划之内的) voyage,taking into consideration the requirements for fuel, water, lubricants, ch

9、emicals, expendable(消耗品) and other spare parts, tools, supplies and any other requirements.,5. Taking over the Watch a)*The officer in charge of the engineering watch shall not hand over the watch to the relieving officer if,if there is reason to believe that latter is obviously not capable of carry

10、ing out the watchkeeping duties effectively, in which case the chief engineer officer shall be notified.,b)The relieving officer of the engineering watch shall ensure that the members of the relieving engineering watch are apparently fully capable of performing their duties effectively.,c) Prior to

11、taking over the watch, relieving officers shall satisfy themselves regarding at least the following:,(i) *the standing orders and special instructions of the chief engineer officer relating to the operation of the ships systems and machinery;,(ii) the nature of all work being performed on machinery

12、and systems, the personnel involved and potential hazards.,(iii) *the level and, where applicable, the condition of water or residues in bilges(污水舱), ballast tanks(压载舱), slop tanks(污油舱), reserve tanks(备用舱), fresh water tanks, sewage tanks(污水,粪便柜) and,and any special requirements for use or disposal

13、of the contents thereof;,(iv) the condition and level of fuel in the reserve tanks, settling tank, day (service)tank and other fuel storage facilities;,(v) any special requirements relating to sanitary system disposals;,(vi) condition and mode of operation of the various main and auxiliary systems,

14、including the electrical power distribution system (配电系统);,(vii) where applicable, the condition of monitoring(监视) and control console(控制台) equipment, and which equipment is being operated manually;,(viii) where applicable, the condition and mode of automatic boiler controls;,(ix) any potentially ad

15、verse(不利的) conditions resulting from bad weather, ice, or contaminated or shallow water(浅水);,(x) the state (condition) of completion of engine-room log.,6. Operation (a) The engineer officer in charge of the watch shall ensure that the established(已制定的、确定的) watchkeeping arrangements are maintained.,

16、Under his general direction engine room ratings, if forming part of the watch, shall be required to assist in the safe and efficient operation of the propulsion machinery and the auxiliary equipment.,(b)*The officer in charge of the engineering watch shall continue to be responsible for machinery space operations, despite the presence of the chief engineer officer in the machinery spaces,until specifically informed that the chief engineer officer has assumed that responsibility and this is mutually understood.,
