1、我国工业园区发展中地方政府角色转型研究摘 要20 世纪 80 年代初以来，“园区经济”开始在我国快速发展并呈现了良好的 发展势头。随着改革开放的不断加快，区域经济竞争的日益激烈，发展园区经济 已成为促进我国经济社会发展的重要手段。 纵观我国园区的发展历程，长期以来，由于受计划经济体制及主、客观原因 的影响，我国大多数工业园区发展过程中都是以政府为主体进行推动的。政府在 园区发展中直接参与市场资源的配置，充当了全能型的角色。这种园区发展模式 的产生与存在有其特定的历史背景及历史与现实原因，地方政府推动园区发展角 色转型也是市场经济体制纵深发展的必然要求。随着市场经济体制的不断完善， 我国改革开放
2、的进一步深化，工业园区的发展与成熟，其弊端日益显现，并导致 了政府职能扭曲和异化，影响了政府职能的转变和发挥，制约了园区经济持续健 康发展。 随着我国社会主义市场经济体制的日趋完善，以政府为主体推动园区发展这 种计划经济体制下的政府角色已不能适应当前我国经济发展的要求。在园区发展 中，地方政府应重新进行角色的正确定位，进一步认清地方政府在工业园区发展 中的基本职能，明确角色转变的原则和途径，实现地方政府角色的重构。 在工业园区发展中，地方政府应通过创新园区运作模式，进行资源的合理整 合与配置、强化园区政府公共服务功能，提高园区服务水平、改革创新园区管理 机制，提高政府管理效能等举措加强与创新园
3、区内部管理功能；通过加强政府调 控与监管，发展社会中介组织完善园区服务体系以进一步加强地方政府的调控、 监管与服务职能。内外并举，从而实现在园区发展中，地方政府由“主体”向“主 导”角色的根本性转变，促进园区经济又好又快地发展。关键词：地方政府，工业园区，园区经济，角色转型RESEARCH ON ROLE RESTRUCTURING OF LOCAL GOVERNMENTSIN THE DEVELOPMENT OF INDUSTRIAL PARKSABSTRACTSince the early 1980s, “zone economy“ which began to take hold in

Regional economic competition is becoming increasingly fierce. “Zone economy“ has become the main means of promoting Chinas economic and social development. The history of devel
5、opment of our industrial parks tells us: for a long period, because of the planned economic system and the subjective and objective reasons, the development of the majority industrial parks are subject to the government-driven. The government is directly involved in the collocation of the market res
6、ources of the industrial parks, as a versatile role. The existence of this kind of park development model has its specific historical background and it is functioned during the early stage of development of industrial park, as well as in the establishment and development stage, playing a significant
7、 positive role. The roles restructuring of local government is an inevitable requirement for further development. But with the improving of the market economic system continuously, deepening of Chinas reform and opening up, and maturing of the industrial parks development, the drawbacks of the model
8、 become more and more obvious. The model lead to a distortion of government functions and alienation; affected the change of government functions; limited the sustained and healthy economic development of the park. Chinas market economic system is becoming more and more perfect. Government , as the
9、main role, to promote the development of industrial parks which fuctioned under the planned economic system can not meet the requirement of Chinas economic development. During the parks development, local governments should be the proper role of re-positioning, who can further understand the basic f
10、unctions of the development of the industrial park, clearly understand the principles and ways of changing and reconstruction the role of local government. In the development of industrial parks, local governments should adopt innovative mode of operation of the park, and the integration of rational
11、 resource allocation, enhance the park and the public service function, raise the level of the parks service, innovative park managementmechanism, improving the efficiency and management initiatives to strengthen internal management and functional innovation park. Through the strengthening of govern
12、ment control and regulation, develope the social intermediary service organizations to further strengthen local government regulation, regulatory and service functions. In a word, local governments should restructure the role from “principal“ to “dominant“, to promote economic zones well fast develo

16、理区域。它是指在划定的区域内， 通过科学的规划，优惠的政策，完善的管理和配套的服务，形成适宜企业成长 的“经济大棚”，筑巢引凤，吸引外来企业实现项目、资金、人才、技术等要 素的聚集，从而构筑一个在地理空间上相对集中的企业群体1。工业园区是一种 普遍采用的区域发展政策工具，是为企业提供的一种外部环境条件。园区的建 立与发展，其目的在于吸引新工业的投资，缓解工业对中心城市的压力和对环境的污染，有利于解决城市内部居住区与工业区的混杂造成的社会与环境问题， 有利于实现基础设施共享，有利于以较小成本、较低费用获取外部经济资源， 可以整合优化工业资源，实现综合管理与治理，是工业经济发展和招商引资的 重要载体，同时也具有很强的集聚和辐射带动作用。对加快我国工业化进程， 提高城市工业集聚水平，增强经济发展后劲，促进经济快速发展中发挥出愈来 愈明显的助推作用，为我国经济建设和社会进步作出了巨大贡献。 二十世纪 80 年代初，国务院批准在深圳、珠海、汕头、厦门等沿海城市建 立“经济特别开发区”，实施特殊的优惠政策，大幅度放宽限制，营造宽松的 经济发展环境，大力招商引资，使经济特
