3、TO 模式下计划控制过程及方法研究 摘 要 长期以来，大批量生产方式由于其规模效应一直在制造业中占有主 要的地位。但近几十年来，市场环境发生了重大的变化，制造业本身正 经历着变革的过程。从库存生产到精益生产，从大量生产到大规模定制 生产再到面向顾客定制模式，无不反映出需求的差异化、多元化的生产、 经营模式所带来的变化。大规模定制乃至面向顾客的小批，多品种定制 生产越来越成为制造业新的发展趋势。然而，面向顾客定制的多品种、 小批量生产的企业，由于需求的不确定性强、生产重复性低等原因，其 生产运营过程的计划与控制十分复杂。 随着成为世界制造业大国的进程，中国的制造业正面临着前所未有 的发展机遇，也
4、感受到全球竞争环境下生存和发展的压力。在面向顾客 定制的模式下，企业面对的是更加变化和个性化的需求环境，而顾客对 企业快速满足顾客要求的能力也提出更高的要求。因此，企业能否实现 良好的运营效率，快速响应顾客的要求，不只关乎企业盈利率的高低， 更关乎其生存。 轨道车辆及相关零部件的生产，有着品种规格多、单品种规格需求 量少，以及不同项目间相同品种规格重复应用少的特点，是一个典型的 面向顾客定制生产的行业。尤其是行业中的零部件生产企业更是存在着 多品种、小批量、异常因素多、生产装配线转换频繁等诸多问题。在这 样的生产方式下，企业的生产过程具有动态多变性，而且这种动态变化 性不仅仅存在于企业本身，还
5、扩展到了包括供应商在内的整个供应链。 采购和外协的零部件的及时供应成为企业是否能够按时完成合同交货期 的一个最关键的因素之一，供应商的资源和生产能力也成为企业的计划 内容的一部分。因此，依照传统的大批生产模式下的生产计划与控制方 法已不能满足面向顾客定制生产管理的需要。在轨道车辆行业中，如何 建立有效的生产计划与控制系统，以快速响应顾客和异常变化的要求， 克服行业中普遍存在的交货延期问题，是企业所关心的重要课题。 本文通过对一家提供轨道车辆关键部件的装配型企业现有的运营、上海交通大学 MBA 学位论文 V 公司 ATO 模式下计划控制过程及方法研究 6计划模式和存在问题的分析，结合企业自身和其
6、项目、产品的特点，探 讨了在按订单装配（Assembly to Order - ATO）模式下，生产计划、控制 和实施的方法。通过建立一套具有预测性、滚动性、精确性和柔性特点， 包括长、中、短期计划在内的生产计划系统，及与其相应的监控和信息 传递机制来提高该企业的生产管理水平，以求达到产能平衡、动态响应、 精确控制计划进度，快速响应需求变化的目的。在此基础上，本文还结 合企业的实际项目数据，对该计划和控制系统进行了模拟实施以验证其 有效性。论文的研究对于该企业的管理实践，以及同类企业的计划与控 制工作会有一定的借鉴意义。 关键字 ATO，计划控制，定制生产，动态响应，轨道车辆 上海交通大学 M

But in recent decades, the market environment has big changed. Manufacture ind
8、ustry itself is on the process of renovation. From stock production to lean production, from mass production to mass customization and then to customization, all of these reflect the changes brought by demand differentiation, diversity production and business mode. Mass customization and even make t
9、o order production with small batches, multi-type becomes more and more new developing trend in manufacture industry. But, because of the strong uncertain demands and lower production repetition, the plan and control of production operation process of such make to order production with multi-type an
10、d small batches is very complicated. Along with the process of becoming leading manufacturing country in the word, the Chinese manufacture industry is facing develop opportunity never seen before, and at the same time, also feel the pressure of survive and develop in the globe competition environmen

Under the make to order production mode, the enterprises face the demand environment with more change and individuation, and the customer has the higher requirement to the enterprises ability to meet customer requirement. So, whether the enterprise can realize good operation efficiency, rapid-res
12、ponse customer requirement, not only related to the quantity of enterprises profit, but more related to its survive. Railway vehicle and its related components has the character of multi type and specification, less quantity demand of single type and less application of the same type and specificati
13、on product in different projects. It is a typical make to order industry. 14、8this industry. In this production mode, the production processes in enterprises are dynamic and changeful. And this dynamic and changeful does not only exist in the enterprise itself, but also expanded to whole supplier chain including suppliers. The on time delivery of purchased and outsourced par
15、ts becomes one of the most key factors for whether the enterprise can fulfill the contract delivery date on time. The resource and production capability of supplier becomes part of enterprises planning system. So, the production planning method based on mass production can not meet the requirement o
16、f production management for make to order mode. In railway vehicle industry, how to setup effective production planning and control system to rapid response the requirement of customer and unexpected change is the concern aspect by enterprises who want to resolve the delivery delay problem which commonly exists in the ind
