In the research and development of the former low-carbon city “eco-c

2、ity” and “sustainable” city, developed countries and cities are at a leading position. Followed by China, has made great achievements in the pace of building low-carbon cities, and maintained a similar level with international cities. However, in practice, the lack of indicators is a common phenomen

3、on in cities at home and abroad, which has restricted the growth rate and development quality of low-carbon cities. Therefore, the study of low-carbon city indicator system is imminent. And in the urban physical space area, what low-carbon measures and related indicators we need means by which to gu

4、ide our urban planning, these are core problems this paper is to study and solve. The two basic studies in this paper: one is to understand the general overview and the content of low-carbon urban planning practice at home and abroad, another is to resolve the status quo of Chinas urban planning ind

5、icators system. From the goal of carbon balance of city, we can reduce the carbon emissions in many areas of urban physical space planning. These mainly related to urban morphology, land use, neighborhood organization, configuration of public service facilities, traffic patterns, green space and wat

6、er optimization, from which I study the specific carbon targets and related indicators. Under the guidance of a number of principles, this study used the AHP( Analytic Hierarchy Process) method, and accorded to the process of “sort hierarchy - clear objectives and guidelines - design indicator compo

7、sition framework - analyse important indicators and there correlation - made implement recommendations” to establish the low-carbon physical space planning indicator composition framework. The framework does not involve quantitative research temporarily, but consider for the future to prepare for po

8、ssible quantitative. On one hand try to choose indicators with reliable and stable sources of data, on the other hand propose value bias (“polar“), in order to provide a reference for later studies.The upgrade and implementation of indicator framework need to grasp two major directions. Firstly, to

9、consider the urban planning system, it should include master planning, detailed planning and policies and regulations levels. Secondly, in order to form a complete indicator system, different types of cities with different scale, location, morphology, stage and focus of development should have diffe
