1、山东大学硕士学位论文论混业经营条件下我国金融监管协调机制的构建姓名：荣磊申请学位级别：硕士专业：政治经济学指导教师：周延20070917山东大学硕士学位论中文摘要在混业经营成为国际潮流，金融一体化程度不断加深，金融市场之间的联系越来越密切的背景下，国内的金融“混业”经营趋势也日益明显，跨行业经营的、具有金融控股公司特征的金融机构、非金融企业、交叉性金融业务不断涌现。一方面它们在事实上对现行的金融分业经营体制进行了某些修正，并在客观上提高了我国的金融业效率。另一方面，也对现行的金融分业监管体制提出了挑战。在银行、证券和保险监管“各管一段”的分业监管体制下，如何建立和完善金融监管协调机制，做到既防
2、止混业金融控股公司和交叉性金融业务的监管出现真空，又防止各监管机构同时监管形成监管重叠，已成为完善现行分业监管体制的当务之急。本文在借鉴前人研究的基础上，结合笔者在实际工作中的体会，从回顾我国金融监管模式的演变历程，介绍我国金融监管协调机制的现状入手，审视我国的金融监管协调机制，对目前存在的问题进行了客观深入的分析，主要有：协调机制没有明确的职能定位、没有制度化的协调机构、缺乏及时有效的信息沟通渠道、金融监管协调合作的配套措施不完善、金融监管队伍综合素质不高、监管法规不健全等等；通过简单的博弈论模型，证明了监管部门建立协调机制符合博弈论理论，能够实现“痛苦指数”的最小化；在此基础上，对建立金融
3、监管协调机制的必要性进行了理论分析；通过这三方面的分析，充分说明了在我国建立金融监管协调机制的必要性。同时也指出，建立金融监管协调机制在理论上存在一定的困难。本文详细介绍了发达国家的监管协调机制，以部分发达国家的央行与金融监管部门的协调为例，从监管机构设置、法律框架、信息收集与共享、检查职能等方面进行了介绍，通过介绍，探索其对我国建立金融监管协调机制的启示，从监管协调机制设计的层次和内容，到监管协调机制设计应该遵循的原则都分别阐述。本文的主体部分是构建有我国特色的金融监管协调机制的对策建议，这一部分在前面几部分论述的基础上，结合我国金融监管工作的实际，提出如下的建议：一是明确监管协调机制的职能
