5、一些改进思路，设计实现雅安市工商局的电子政务系统。本文首先是对电子政务目前的发展情况及其相关的技术进行分析、研究，并指出目前和将来电子政务建设的重点。考虑到政府办公用计算机多为 Windows 操作系统，使用的办公软件多为 Office 办公套件，本课题采用 B/S 结构来来对本系统进行研究。这样大大提高了办公自动化系统的安全性。同时也提高了办公自动化系统的兼容性和稳定性。指出此系统可以增加政府部门办事的透明度，提高办事效率。并对 Web Services 中遇到的安全的问题进行了分析， 力图完善 Web Services 安全。 该系统的实现基于 Microsoft公司提出的 J2EE 平台
6、，并使用了 JavaScript、SCC 等技术使用户有较好的界面体验。系统的部署采用 XML 配置文件以便于系统的更改，增加系统的灵活性和适用性。最后总结了 Web Services 在电子政务应用整合中的优缺点，以及今后的发展趋势。 雅安市工商局电子政务系统具有先进的、灵活的、健壮的结构和良好的可扩展性。该系统的成功运行极大的提高了各工商所的工作效率和服务水平，还规范了各工商所的工作流程，使各项管理工作得到了集成。随着服务水平的改善工商行政系统的形象也提高了，同时各工商企业对工商所工作的满意度也得到了提高。 关键词：工商局 电子政务 Web Services XML ABSTRACT II
