1、经济发展水平和社会负担率等城市指标和包括资产贡献率、资产负债率及企业规模等企业特征指标。其次,在对不同改制模式下的劳资关系进行研究时,本文以改制后企业存在状态为划分标准,分析了国有控股企业、私人控股企业和破产企业的劳资关系。第四部分,改制国有企业劳资关系的实证研究。本文将合肥市改制国有企业作为实证研究对象,以近几年来合肥市国有企业改制、职工劳资关系的调整以及对下岗失业人员解困工作为基本背景,揭示国有企业改制过程中企业改制模式选择对劳资关系的影响。特别是对合肥市 20 家改制国有企业的实证研究,结合合肥市在国有企业改制过程中调整职工劳资关系的实践经验,研究探讨社会转型时期从“被动保障型”向“主动

2、保障型”转变的社会保障制度创新的必要性、可行性及对企业改制模式选择的积极意义。最后,以结束语形式对本文的研究结论进行了概括。关键词:劳资关系;国有企业;改制模式IIAbstractSince the 1990s, state-owned enterprise reform has entered the new stage -remanufacture, taking the defined property right relations as the outstanding feature,numerous state-owned and collective small and medi

4、promotion effect in deepening ourcountry economic restructuring undoubtedly. However, it also has many problems inthe process of remanufacture, State-owned businesss some deep levels contradictionstarts to expose along with reform unceasingly deepening, some contradictions alsohave intensified the d

5、anger.The core problem of State-owned business remanufacture is to redistribute theproperty right of enterprises assets and debt. In order to complete this task, in theprocess of the remanufacture, various forms and mechanism emerges unceasingly, thedifferent type of remanufacture state-owned enterp

6、rises labor relation presentsdifferent situation of relatively harmonious or tense. The question is which factor isinfluencing the choice of State-owned business remanufacture pattern. Only in thefoundation of analysis related influencing factors, we will know the pattern of theharmonious labor rela

9、usiness remanufacture and the labor relation , introduces the object of study, theIIImodel of the research and the measure of experience, finally illustrates the way of theresearch and the innovation spots of the thesis.The second part has analyzed the present situation of the State-owned businessre

10、manufacture and its labor relation in china. Along with the State-owned businessremanufacture carrying thorough unceasingly, the state-owned enterprise reform gainsthe gradual victory. But, it truly still has many problems in restructuring ofenterprises process, some enterprises goal of restructurin

11、g is not explicit, it takes thestate economy layout and the structure strategic readjustment deduction into “Thestate out and private in” , advocates “the state economy seceding from all competitivedomain ”, attaches importance to form but not content.The third part, the fundamental research of labo

12、r relation in remanufactureState-owned business. First, it has analyzed the types of State-owned businessremanufacture and the factors which influence the choice of State-owned businessremanufacture pattern. At the present stage, the specific pattern of State-ownedbusiness remanufacture mainly has t

13、he public release stock, the internalreorganization, the bankruptcy and the reorganization which transfers the debt intoshares of stock, introducing the investor or implementing the staff to own stocks torealize the property right multiplication, the opening offer, the rent, the joint capital orabov

This article insists on that the factors influencingthe choice of State-owned business remanufacture pattern mainly include the fiscalcapacity of municipal government ,the level of private sectors economic developmentand social burden rate and enterprise character indic

Next, researchingon labor relation of different remanufacture patterns, taking the enterprise existencecondition as the division standard, the article has analyzed labor relations of theState-owned
