2、遇与挑战。 本论文以我国现阶段实施的网吧管理政策为研究对象。首先，介绍了我国网吧管理政策的形成过程和构成我国网吧管理政策的主要内容和形式。其次，从政策制定和政策执行的不同角度，查找政策自身缺陷和执行偏差，分析问题现状、后果及原因。最后基于上述分析和归纳，提出完善我国网吧管理政策的建议。论文共分六个章节。 第一章描述了网吧和我国网吧管理政策皆备受争议的研究背景，提出我国面临降低政策风险、完善管理政策的问题。阐述国内外相关研究。简要介绍研究思路和研究方法。 第二章分析了网吧的发展情况和政府的政策演变情况，并以此将我国网吧管理政策的形成划分为四个阶段，对不同阶段的特点进行了阐述。并介绍了构成我国网吧
