1、 摘 要 党的十七大首次提出，在初次收入分配中也要实现公平与效率的统一。这一理念变革，意在遏制近年收入分配状况恶化、贫富差距不断扩大的趋势。公平正义问题一直是改革开放后党代会报告的重要内容。尤其是党的十六大和十六届三中、四中全会以来，提出了构建社会主义和谐社会的重大任务，实现社会的“公平正义” ，成为了新发展阶段、新历史时期、新形势下构建社会主义和谐社会的根本要求，也是维护社会稳定和保证党的执政地位的关键环节，社会公平已经成为制约我国经济发展的瓶颈，亟待解决。所以，有必要从理论上对社会公平作深入分析，社会公平是一个系统，分析社会公平系统的涵义、内容、要素、结构及其要素间的相互联系与影响，对于深
2、化社会公平理论，优化社会公平系统，具有重要的理论和现实意义。 文章共分四个章节。 第一章对社会公平系统的要素进行了阐释， 主要介绍了什么是公平正义，现阶段我国社会公平的内涵，以及将社会公平作为一个系统该怎样认识，由哪些要素构成，这些要素相互之间的关系等内容。第二章着重介绍了现阶段我国社会公平系统的基本特征与运行机制，分别对于社会公平系统的整体性、层次性、目的性等三个特征，以及社会公平系统通过结构影响功能发挥，社会公平系统通过反馈影响系统稳定，社会公平系统通过竞争协同影响系统发展，社会公平系统通过涨落影响系统有序，社会公平系统通过演化影响系统优化等五个运行机制进行了论述。第三章从前文论述的原理入
3、手，将现存的不公平社会现象归入社会公平系统进行分析，提出现阶段我国社会公平系统建设的思路。第四章总结全文。 关键词：关键词：社会公平系统；权利公平；机会公平；规则公平；分配公平 ABSTRACT We should realize the unity of equity and efficiency in first income distribution in the report to the Seventeenth National Congress of the Communist Party of China. Realizing equity and justice of the society, has become constructing the basic requirement of the socialist harmonious society under new developing stage, new historical period and new situation. Meanwhile, it also safeguard the social sta
6、bility and guarantee the key links of the ruling status of the party. The social equity become bottleneck restraining development of economy of our country, which should be demanded to be solved. So, it is necessary to do in-depth analysis to the society equity theoretically. The social equity is a

Analyzing the connection and influence among the meaning, content, key element, structure and key element of the social equity system, for deepening the social equity theory, optimize the social equity system, have important theory and realistic meaning. The article is divided into four chap

Chapter one has carried on the essential factors of the social equity system, which mainly introduced what the equity and justice is, society equity intension at the present stage of our country, and how we should know social equity as a system, which key elements forms, contents such
9、 as the positions and function of these key elements, etc. Chapter two has introduced the essential feature of our countrys social equity system of the present stage emphatically. The following is introduced respectively including integrity, hierarchy, purpose of social equity system, then the paper
10、 discusses respectively five operating mechanism, that is social equity system influences the function to give play to through the structure, social equity system influences system steadily through feedbacks, social equity system influences system development through competition and collaboration, s
11、ocial equity system influences ordered system through fluctuation, social equity system influences system optimization through evolution. Chapter three , which was described from once principle and fell the non-equality phenomena under the social equity system, proposed the construction idea of soci

13、括任何其他个人或集体已经发表或撰写过的成果。 学位论文作者（签章） ： 200 年 月 日 引 言 1 引 言 党的十七大首次提出，在初次收入分配中也要实现公平与效率的统一。这一理念变革，意在遏制近年收入分配状况恶化、贫富差距不断扩大的趋势。公平与效率问题一直是社会发展过程中一个不可回避的问题。 在我国有中国特色社会主义道路的探索过程中，对于公平和效率问题的探索也一直没有停歇过。 20 世纪 80 年代，经济体制改革已经在城市展开，但在现实中，一方面，为了“搞活国有企业”，旧体制下平均主义大锅饭式的就业、福利和保障制度亟待改革，另一方面，个体户、私营企业等“多种经济成份”已有相当发展，当时的收
14、入差距、收入“不公平”程度已被不少人认为超过了“姓社姓资”的警戒线。在这样的背景下，1993 年中共十四届三中全会通过的中共中央关于建立社会主义市场经济体制若干问题的决定提出收入分配要“体现效率优先、兼顾公平的原则”，就是初次分配重效率，再次分配重公平，把按劳分配、按生产要素的贡献分配放在第一位， 对其结果通过税收等手段进行适当的再分配以防止收入差距过大放在第二位。 随着改革开放的进一步发展， “效率优先，兼顾公平”的原则也遇到了现实的挑战。改革开放以来，我国经济建设成就举世瞩目，综合国力大幅度提高，人民生活显著改善，社会主义市场经济体制日趋完善。然而这样的发展也并非毫无破绽，虽然一方面，改革
15、开放将潜在的、压抑的生产力和社会资源空前解放与释放，创造了经济增长的奇迹，积累了丰富的物质财富；但同时，另一方面，经济快速发展过程中产生的矛盾、冲突也在积累和凸显，特别是社会建设和社会发展方面的滞后，其中主要是社会公平与正义的缺失，不仅越来越成为经济持续发展的重大障碍，而且严重影响到社会稳定的基石。我国的经济在从计划经济体系向市场经济体制过渡的转轨过程当中， 由于各种体制的不完善， 各种差距逐步拉大：一是收入差距，有一部分人利用体制性的弊端寻租、贪污，获得了大量的财富，还有些人下岗待业，出现了比较明显的收入差距的问题；二是城乡差距，不仅表现在收入的差距，还表现在各种基础设施的差距；三是区域差距
16、，东部沿海地区国内国际市场条件比较好，经济发展比较快，中部跟西部地区跟东部比差距越来越大，这些引起了党和政府的高度重视。 早在 2005 年 2 月，胡锦涛总书记就指出： “维护和实现社会公平和正义，是中国社会主义制度的本质要求。 ” 温家宝总理在中华人民共和国成立 57 周年招待会上的讲话中，也强调要“坚持反腐倡廉，实现社会公平正义，完善社会主义制现阶段我国社会公平系统探微 2 度” 。 2005 年 10 月 8 日至 11 日在北京举行的党的十六届五中全会提出， “要按照构建民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会主义和谐社会的要求， 正确处理新形势下人民内部矛盾更加注重社会公平，加大调节收入分配的力度” 。 十六届六中全会公报指出： “社会公平正义是社会和谐的基本条件” ， “必须加紧建设对保障社会公平正义具有重大作用的制度，保障人民在政治、经济、文化、社会等方面的权利和利益，引导公民依法行使权利、履行义务。 ” 可见，公平正义问题一直是改革开放后党代会报告的重要内容。尤其是党的十六大和十六届三中、 四中全会
