2、是，在实证主义方法的指导下，以文献研究法和实地研究法的研究程序对现有难民问题及其解决方式的理论文本及改革实践进行解读，并在调查研究与因果分析的前提下设计和归纳出武警部队处置难民危机的研究计划、理论基础、整体镜像与行动困境。 经分析后发现，武警部队处置难民危机的理论基础可以从事件系列、组织行为及检测过程来做理论分析，整体镜像则表现为贯彻上级命令指示，组织部队处突行动，搞好遂行任务保障三个方面，而行动困境主要是难民危机处置决策不当，难民危机管理体制不顺和难民危机管理评估不足。对此，尽管武警部队在处置难民危机行动中也开创性的变革了诸多不适宜处置难民危机的行动模式，但并没有从根本上改变武警部队处置难民
