1、上海交通大学硕士学位论文上海市防汛管理与制度研究姓名：王勇申请学位级别：硕士专业：公共管理指导教师：王郁20070617上海市防汛管理与制度研究 摘 要 加强危机管理， 是关系国家经济社会发展全局和人民群众生命财产安全的大事，是全面落实科学发展观、构建社会主义和谐社会的重要内容，是各级政府坚持以人为本、执政为民、全面履行政府职能的重要体现。上海作为有着 1700 多万人口的特大城市和中国最大的经济中心城市， 在上个世纪 90 年代 10 年快速发展的基础上，正按照建成国际经济、金融、贸易和航运“四个中心”的目标大步迈进。切实加强危机管理工作，尤其是防汛管理工作，是确保上海城市安全的紧迫需要。必
2、须不断地加强和推进防汛管理工作，为上海的可持续发展提供安全保障。 从总体上看，上海的防汛管理能力正在逐年得到提高。然而，上海在防汛管理中依然存在着一些不容忽视的问题，主要表现为：部分地区和单位防汛组织体系尚不完善；有些部门和单位履行防汛职责的情况不尽人意；防汛基础设施建设跟不上城市快速发展的速度；部分单位和市民的防汛意识和法制观念不强等。防汛管理中存在的问题，严重威胁上海人民生命和财产安全，直接影响上海新一轮发展的大局。因此，加强对上海防汛危机管理的研究在当前尤为迫切而且重要。 本文以危机管理理论为理论基础，着重从防汛预案、防汛管理法制、防汛管理体制、 防汛管理运行机制四个方面对上海市防汛管理
3、现状与制度作了全面深入的分析；然后一一对应地提出了上海防汛管理工作中存在的主要问题和不足；最后，就提出的问题从树立与时俱进的防汛管理理念、建立切实可行的防汛管理预案体系、建立科学完善的防汛管理体制、建立综合完备的防汛管理法制体系、建立高效实用的防汛管理运行机制五个方面阐述了若干思考与建议， 期望能对推动上海市防汛管理的制度建设提供参考与依据。 关键词：防汛管理，预案体系，制度建设，运行机制 SHANGHAI FLOOD MANAGEMENT AND THE SYSTEM RESEARCH ABSTRACT Strengthen crisis management, is the country

15、机，如“911”事件、非典暴发、禽流感流行以及印度洋地震海啸等。越来越多的人认识到，加强重大危机应急管理势在必行。加强应急管理， 是关系国家经济社会发展全局和人民群众生命财产安全的大事， 是全面落实科学发展观、构建社会主义和谐社会的重要内容，是各级政府坚持以人为本、执政为民、全面履行政府职能的重要体现1。 上海市因水而建， 因水而兴。 人与水和谐相处的发展目标要求我们必须牢固确立 “安全、资源、环境”协调发展的思想，不断完善与上海现代化国际大都市发展相适应的防汛保安、水环境保护、水资源配置“三个体系” ，从更高的起点上推进水务事业的快速发展，支持和服务上海经济与社会的可持续发展2。其中，防汛保
16、安体系尤为重要，是“安全、资源、环境”三位一体、协调发展重要思想的前提与基础。 目前， 上海已建立了以各级人民政府防汛指挥部为核心、 防汛防台预案为支撑的防汛组织指挥系统。市、区（县） 、乡镇（街道）三级防汛指挥机构，负责本行政区划内防汛管理的组织、协调、监督、指导等日常工作。基本形成了以上海市防汛条例为骨干、以一系列规章制度为支撑的防汛法规体系， 为依法防汛提供了有力的法制保障。 近年来开始建设的上海市防汛决策支持系统，可对水位、雨量、风速风向等数据实行实时监测和收集，并建立了“上海市防汛信息服务网” ，实现市政府、市防汛指挥部、市水务局、市气象局、市海洋局、区（县）防汛指挥部联网，实现了信息实时发布、资源共享。 从总体上看，上海的防汛管理能力正在逐年提高。然而，上海在防汛管理实践中也还存在着一些不容忽视的问题，主要表现为：部分地区和单位防汛管理组织体系尚不完善，少数单位甚至存在着“汛前凑班子， 汛后散摊子”的现象， 影响了防汛管理的日常
