1、上海交通大学硕士学位论文上海市青年志愿者协会组织能力建设的探讨姓名：黄幽妮申请学位级别：硕士专业：公共管理指导教师：唐兴霖20070603上海市青年志愿者协会组织能力建设的探讨 摘 要 改革开放以来，志愿者与志愿活动在中国得到了快速发展，但志愿活动在中国的发展还属起步阶段，国内的研究中较多侧重于志愿服务的内容、项目，和对志愿活动开展的情况，对青年志愿者协会组织能力建设的研究相对滞后。由于上海政治、经济地位的特殊性，大型活动和大型会议的召开比较频繁，如 07 特奥会、女足世界杯、F1 中国大奖赛、网球大师杯、08 奥运会、2010 世博会等大型赛会，必然需要大批国际化、专业化、职能化的青年志愿者
2、。只有加强青年志愿者协会的管理，推动青年志愿者协会的健康发展,才能保证志愿活动的顺利有效开展。因此，对青年志愿者协会的基本资源、管理能力以及组织结构等组织能力建设的研究就显得尤为重要。 本论文从研究上海市青年志愿者协会组织能力建设入手，对协会的概况，组织构建、机制运作等的基本情况进行了概述。在对市青年志愿者协会和徐汇区青年志愿者协会具体情况分析的基础上，提出了当前影响协会组织能力建设的主要因素和主要表现。在此基础上，论文最后提出了加强青年志愿者协会组织能力建设的主要途径。 全文由五部分构成： 第一部分是问题提出。主要涉及志愿者精神、志愿者、青年志愿者协会、组织能力建设等基本概念，国内外志愿者工
3、作发展历程、研究综述和志愿者组织相关理论的描述。 第二部分是介绍上海市青年志愿者协会概况。先对中国青年志愿者协会情况作了描述，然后从组织构建情况、机制运作情况等方面对上海市青年志愿者协会进行了介绍。 第三部分是分析影响上海市青年志愿者协会组织能力建设的主要因素。主要表现在三个方面：一是志愿者的构成、资金状况和法规政策等基本资源对协会组织能力建设的影响；二是志愿者招募、培训方式、管理系统等管理能力对协会组织能力建设的影响；三是协会层级化结构和与政府、企业、社区和其他民间非营利组织的关系等组织结对协会组织能力建设的影响。 第四部分是个案分析，从徐汇区青年志愿者协会的概括、组织机构情况、服务内容等方
4、面作了介绍，并提出了在协会运作过程中存在资金、组织机制、志愿者资源、队伍建设等方面的问题。 第五部分是从完善管理制度、提高管理能力和加强网络资源整合三个方面提出加强协会组织能力建设的建议。其中包括完善志愿者身份认证机制、相关立法，提高资金筹措能力、志愿者培训力度、激励机制，健全组织构架和加强与政府、社区、民间非营利组织联系等。 第六部分是结束语，对全文的研究进行总结。 关键词：青年，志愿者组织，组织能力建设 RESEARCH ON DEVELOPMENT OF ORGANIZING ABILITY OF SHANGHAI YOUTH VOLUNTEERS ASSOCIATION ABSTRAC
5、T Since the reform and opening up policy, volunteers and their activities in China have developed very quickly. However, volunteer activities are still in the starting phase and the domestic researches are focusing on the content, projects of volunteer service and the development satiation of volunt
6、eer activities,while researches on youth volunteer association are comparatively inadequate. Because of the special position of Shanghai city, there are frequent large scale activities, events and meetings held here, for example, Special Olympics, Female World Cup, F1 China Tour, Tennis Master Cup,
7、2010 World Expo. This definitely needs youth volunteers who shall be international, professional and functional. To strengthen the management of youth volunteer associations, and push their development is a guarantee for volunteer activities. Thus researches on organizing ability construction, inclu
8、ding basic resources, management ability and organizational structure, appears very much important. This essay starts from the development of organizing ability of Shanghai Youth Volunteer Association, making a summary of the basic information of the association, organizational structure and operati
9、on. Based on the analysis of real situation of youth volunteers association of Shanghai City and Xuhui District, the essay raises the major factors to influence the construction of organizing ability of associations and its main performance. Finally in the essay, the main ways to strengthen the abil
10、ity construction of youth volunteer association. There are five parts in the essay. First Part: raise the question. Mainly involve the basic concepts of volunteer spirit, volunteer, youth volunteer association, organizing ability construction, and the description of oversea volunteer work developmen
11、t history, summary of researches and relative theory. Second part: basic situation of Shanghai Youth Volunteer Association. Starting form the Chinese Youth Volunteer Association and then turning to the structure and operation situation of Shanghai Youth Volunteer Association. Third Part: Analysis on
12、 the main factors of the development of organizing ability of Shanghai Youth Volunteer Association. It includes three factors: one is the influence of basic resources, like personnel, capitals, and policy. One is the influence of volunteers selection, training and management. And another is the infl
13、uence of their relationship with government, enterprises, community and other NGO and its own structure. Fourth Part: Case Study. Introduction of the organizational situation, service contents of Youth Volunteer Association of Xuhui District and raise the questions of capital, structures, volunteer
14、resource and team management while operation. Fifth Part: Suggestions on strengthen the organizing ability from complete management system, improve management ability and integrate network resource, including volunteer ID system completing and legislating, foundation raising ability improving, volun
15、teers training and incentive mechanism setting up, organizational structure completing, and government, community and NGO relations building up and strengthening.
