1、摘 要 从土地伦理的角度看我国耕地资源的利用和保护 从土地伦理的角度看我国耕地资源的利用和保护 作者简介：方向，女，1984 年 4 月生，师从成都理工大学陈俊明教授，2009 年6 月毕业于成都理工大学科技哲学专业，获得哲学硕士学位。 摘 要 摘 要 土地是人类生存和发展的基础，耕地是土地的精华。一个国家的耕地资源直接关系到这个国家民族的生存和发展。随着我国耕地资源数量持续减少，质量逐渐降低，给我国社会经济发展带来了诸多环境问题。这使得我们必须反思现在所进行的土地利用活动。不适当的土地利用活动是当今全球性环境问题的重要原因，所以，若要解决好日益严重的环境问题，必须从根本上解决土地利用问题。人
2、们越来越发现，仅靠目前的经济、法律和行政手段是无法完全解决土地利用过程中的问题。要使全社会都合理利用和保护土地，还必须树立平等的人地关系伦理观，自觉地爱护和尊重土地，从根本上去协调人地之间日益尖锐的矛盾。因土地利用的观念、意识、责任心、价值取向等直接影响土地利用的结果。合乎伦理规范的土地利用才是保持土地资源可持续利用的基本保证， 才能使我们的社会经济持续发展。 本文从我国耕地资源的现状出发， 结合我国在耕地利用和保护上的相关政策和法规分析出我国在耕地开发利用和保护中存在的伦理道德问题， 以传统和现代的土地伦理为理论基础， 提出将可持续发展的土地伦理观融入到耕地资源保护的的实践中去，并结合我国基
3、本国情，对我国耕地资源的伦理利用的实现途径提出了一些建议。 本文的第一部分是在参阅了大量数据后，对我国土地资源的数量、质量以及利用格局状况进行的概述。同时从耕地的分类、耕地保护的相关内容对我国耕地资源的状况进行了介绍。从耕地资源的生态功能、经济功能和社会保障功能进行分析，提出保护耕地资源的重要性。并对我国土地管理体制的变革以及相关法律法规政策的制定进行了介绍。 本文的第二部分是对我国耕地资源利用中的具体问题进行阐述和分析。首先，对耕地资源面临的具体问题进行了分析，包括人均耕地少，分布不均衡，耕地面积锐减，耕地污染严重，土地肥力下降，耕地沙化、退化、盐碱化现象严重，耕地利用率低等。其次，对耕地资
4、源保护制度中存在的问题进行分析。我国土地管理体制存在“块块为主”的领导体制，无法有效保护耕地。而在耕地保护的法律规范中，比较国外，我国存在法规不够细化和针对性不强，操作难的缺失。最后， 针对前述中所提出的我国耕地资源利用过程中出现的问题进行深层次的对耕地资源的价值分析，得出，耕地资源出现危机的根源在于人们对待耕地资源的价I成都理工大学硕士学位论文 II值取向存在偏差，应引入土地伦理思想指导人类的土地利用行为。 本文的第三部分对土地伦理思想进行了概述。 对土地伦理思想的起源、 发展、土地伦理的概念和内涵，进行了阐述，明确了土地伦理的相关原则，并对土地利用伦理和土地可持续利用的关系进行了分析。 使
5、我们更加认识到土地伦理对于耕地资源的保护有着重要的科学指导意义，是符合耕地资源保护理念的。 最后，结合我国的具体情况，提出对于我国耕地资源中土地伦理利用的实现途径。对于伦理本身来说，它无法解决土地利用和保护中的具体问题，而它的实现途径主要是依靠指导人们的行为和评价人的行为来实现的。 在指导人的行为这方面，对于我国来说，首先应当转变耕地资源利用的价值取向，确立可持续利用伦理观，包括应转变价值观，维护土地的主体性，公正平等的分配土地利益等方面， 而结合到实践中我们应当加强土地伦理的教育和宣传， 改变传统的思维模式，将伦理责任与法律规范相结合等等。 在评价人的行为这方面则应当在建立科学的研究方法的基

National land resources affect its national survival and the development. Because of the gradual reduction of the am
8、ount and quantity for our land resources, many environment problems were brought out for our economy development. It is absolutely necessary for us to reconsider the land utilization that is carried on at the present. The important reason of the global environment question is that the cultivated lan
9、d resources are not utilized suitably. Therefore, if we want to solve the increasingly serious environment problems, the problem of land utilization must be resolved. People discovered that it is impossible to solve the problem in the land utilization process only depending on the present economy, l

In order to utilize the cultivated land resources around the world, we must establish equal man-land relationship ethics, consciously love and respect for the land, coordinate the increasingly acute contradiction between man and land from the fundamental. the concept o
11、f land use, awareness, accountability, value orientation and so on will directly impact on the outcome of land use, So in order to keep the land resources be used continually and make our social economy can develop continually , we must utilize the cultivated land resources according ethics. 12、e present situation of our cultivated land resources, with the related policy, the law and regulations on the use and protection for our land resources, this article will analyze ethic and moral questions existing in the utilization and protection for our cultivated land resources. Based on the trad
13、itional and modern land ethics, this article will raise that we should integrate the land ethics of sustainable development into the practice of farming resources conservation, and put forward some proposals for the achievement methods of the ethical use on our cultivated land resources. Referred to

First of all, it analysed the concrete question which faced to the farming resources including the short of average cultivated land, unbalanced distributes, the sharp decline of cultivated areas, serious farming pollution, the dropping soil fertility, the farming desertification, degeneration, and serious salination phenomenon, low use for farming and so on.
