1、河北工业大学硕士学位论文 i山东高新技术开发区创业服务政策体系形成机制研究 山东高新技术开发区创业服务政策体系形成机制研究 摘 要 摘 要 我国政府在制定国家社会经济长期发展规划时，日益突出了技术创新战略的重要地位。在 2005 年的国家“十一五”规划中特别强调了提高科技自主创新能力的战略意义，明确提出“把增强自主创新能力作为科学技术发展的战略基点和调整产业结构、转变增长方式的中心环节” 。基于此，以增强技术创新能力为核心的高新技术产业园区的“二次创业”发展战略，就备受关注。随着高新区技术创新平台的加强和对入园企业科技含量要求指标的提高， 以及对原有优惠政策的调整， 园区内聚集的科技企业面临升
2、级与淘汰的压力，高新区企业的集群方式面临着从区域集群向产业集群的升级，因此促进高新区内企业集群的生态优化的政策体系也必须进行全面的整合。针对科技企业创业的发展障碍，本文从山东省科技企业创业发展的政策需求与政策供给出发，通过对山东省科技企业创业发展的特殊性、内在机制及相关政策环境建设的分析，提出以山东省高新区产业集群和谐建设为标志的科技企业创业服务政策框架，为制定和完善科技企业创业服务的政策体系提供依据。 本文主要包括两个部分：第一：通过对区域经济体系中自然形成的产业集群现象及其效应的关注，对科技园区中企业以集群方式发展的可能性及其内在机制进行研究分析。在此基础上，本文深入研究了高新科技园区企业
3、集群的成长轨迹，并据此分析了地方政府对于科技园区企业集群发展的政策机制和思路。第二：针对山东省高新技术开发区的特点，结合当前山东省高新技术开发区的发展现状，重点关注山东省高新科技园区内科技产业集群形成及创业发展过程中的政策环境建设问题。通过分析现实中科技集群创业发展中，内生的制度创新需求与政府政策供给之间的偏离现象，初步创建市场经济条件下政府促进科技园区发展的政策评价体系。 关键词：关键词：高新技术开发区，创业，服务政策 山东省高新技术开发区科技企业创业服务政策体系形成机制与评价研究 Study on the Mechanism of Creating Enterprises Service
4、Policy System in Hi-tech Development Zones in Shandong Province ABSTRACT The Chinese government attaches great importance to the technological innovation strategy when making long-term plan for national socio-economic development. The “11th Five Year Plan” of 2005 has placed special emphasis on the
5、strategic significance of enhancing self-innovation ability in science and technology by expressly stated that “taking the strengthening of self-innovation ability as the strategic basis for science and technology development and the central link for the adjustment of industrial structure and shift
6、of growth mode”. Hence, the developing strategy of “the Second Pioneering Work” in hi-tech industrial zones, with strengthening technological innovation ability at its core, has drawn much attention. With the improvement of the innovation platform in hi-tech zone, higher admission requirements on sc
7、ience and technology content of the enterprises and adjustments on formal preferential policies, the science and technology enterprises clustered in the zone face the pressure of upgrade or elimination. The cluster manner is upgrading from region cluster to industry cluster, thus policy system to pr
8、omote the ecological optimization of the enterprise cluster within the zone must undergo comprehensive integration. Aiming at the development barriers for science and technology enterprises, this paper, starting from the policy supply and policy demand of the development of science and technology en
9、terprises in Shandong Province and through the analysis of the particularities, inherent mechanism and building of relevant policy environment, puts forward the innovation service policy framework for science and technology enterprises marked by the harmonious building of industrial cluster in hi-te
10、ch zone in Shandong Province and hopes to provide a basis for the formulation and improvement of the innovation service policy system for science and technology enterprises. This paper consists of two parts. The first part, by focusing on the industrial cluster phenomenon formed naturally in regiona
11、l economic system and its effects, analyses the possibility and inherent mechanism of the clustered development of enterprises in the hi-tech zone. On this basis, the paper makes an in-depth research on the growth trajectory of the enterprise cluster in the zone and then an analysis of the policy me
12、chanism and thought of the local government on clustered development of enterprises in the hi-tech zone. The second part, in view of the characteristics and development situation of the Hi-tech Development Zones in Shandong Province, focuses on the cluster formation of the science and technology ind
13、ustry in the zone and the problem of policy environment building during the entrepreneurial process.
