3、群众基本文化权益，满足广大农民群众精神文化需求的必然要求。构建农村公共文化服务体系意在消除城乡差别和东西部差距， 使所有的人都能平等享受文化权利。十六大以来，国家非常重视公共文化服务建设。我国十一五规划纲领确定：“积极发展文化事业和文化产业，加大政府对文化事业的投入，逐步形成覆盖全社会的比较完备的公共文化服务体系”。这一战略目标的确定，标志着我国公共文化建设将步入一个崭新的发展阶段。 随着农村经济的发展，农村群众对精神文化的需求在数量、结构、层次上都发生了很大的变化，但就目前农村公共文化服务现状而言，基础设施不足、服务质量不高等问题十分突出，图书馆、文化站、博物馆等一系列农村文化阵地萎缩、设施
4、简陋、经费匮乏，甚至功能丧失，这与农民群众对文化生活的需求， 与农村实现小康和建设社会主义新农村的新任务极不适应，以致大多数的农村农民没有能够享受到公共文化的权益。因此积极推进农村公共文化服务体系建设，创新公共文化服务机制，适应和促进上海交通大学 MPA 学位论文 论农村公共文化服务体系运作机制的创新 2 农村经济社会的进步，是当前文化工作和农村工作的重要和迫切的任务。尤其是在政府加大对农村公共文化建设投入力度的条件下， 如何确保政府的公共财政资源有效地服务于农村公共文化建设，通过体制和机制的创新，如何实现农村公共文化服务供给的最大化和最优化，真正满足农民群众的基本文化需求，更是一个值得深入探
5、讨的问题。浙江省自 2003 年开始就非常重视农村的公共文化建设，并出台了关于进一步加强农村文化建设的实施意见，提出到 2010 年，要初步构建比较完备的农村公共文化服务体系。经过若干年的摸索和实践，该省的农村公共文化服务建设取得了实质性的效果，在其发展过程中也出现了一些成功的典型和做法。本文旨在通过对该省一些典型案例和成功做法的深入分析， 研究其背后的实质规律和发展因素， 尝试能对我国当前农村公共文化服务体系的建设途径进行一些有益的探讨。 关键词：公共文化，公共服务，农村文化，运作机制 上海交通大学 MPA 学位论文 论农村公共文化服务体系运作机制的创新 3 THE INNOVATION O

Speeding up the countryside public culture ser
7、vice system construction is a necessity to fulfill and assure the countryside populaces basic culture rights and interests, and to meet the general farmers spiritual and cultural needs. The purpose of rural public culture service system is to eliminate the difference between urban and rural and the
8、difference between west and east. In addition, everybody can enjoy equal rights of cultural needs. Our government has paid great attention on the public culture service construction since Sixteens meeting. It is indicated in the 115 Plan that “our government will aggressively develop and expand the

Along with the rural economy development, the countr
10、yside populace has higher demands to spiritual and cultural needs in quantities, structures, and levels. But speaking of the current situation of countryside public culture service, it is very difficult to satisfy their needs. There are many problems such as inadequate basic construction, poor servi
11、ce quality. The numbers of libraries, culture stations, museums and other rural culture facilities are reduced. The equipments are poorly maintained. There is a lack of funding, which causes malfunction of many facilities. In consequence, majority countryside farmers are not able to share the public
12、 cultural rights and interests, which stands in the opposite side to the increased cultural needs. Therefore it is a vital and urgent duty to positively advance the countryside public culture service system construction, create public culture service mechanism, and promote rural economical developme
13、nt. The questions have raised as how to effectively utilize government and public financial resources to serve particularly the countryside public cultural reconstruction, how to maximize and optimize the rural public culture service through system innovation, and how to truly meet the farmer popula
14、ces basic cultural needs. The government has the plan to further enhance rural culture reconstruction, which ai
15、ms to establish a relatively comprehensive rural public culture service system in 2010. After certain years of fumble and practice, this provinces countryside public culture service construction has obtained substantial effects. There are also some successful models and stories in its developing pro
16、cess. The aim of this article is to analyze the classic models and successful stories, study the embedded substantive rules and the development factors, and discuss the ways of constructing our country current countryside public culture service system.
