5、共享和交换，参保人只能在本市范围内享受医疗保险信息服务。所以目前跨市的异地就医基本都是手工模式办理，参保人先垫付异地医疗费用，再回参保地报销，繁琐的报销手续给参保人带来不便，也带来报销医疗费用周期长、医疗保险经办机构监管困难等问题。随着现代社会的发展，人口的流动性逐年增大，异地就医问题日益突出，现有的手工经办模式已不能满足时代的需要，必须实现各市现有医疗保险数据库之间的数据交换，提供异地就医的信息化服务。 为解决各市医疗保险信息系统异构数据库的集成和数据交换问题，根据贵州省的实际情况，在各市医疗保险业务信息系统之间引入了基于 Agent 模式调用WebService 开发的“异地代理服务”，来
6、实现各市医疗保险信息业务系统的信息交互，采用 B/S 结构和 J2EE 架构进行开发，建设了省内异地就医即时结算平台。同时依托全省统一的社会保障卡“一卡通”建设，使贵州省内参保人一卡省内就医。参保人在省内异地就医地刷社会保障卡，通过数据交换享受参保地政策，实时进行医疗保险异地就医即时结算，解决了参保人在原异地就医模式下“往返跑腿”和“垫支费用”的困难，提升了医疗保险服务信息化水平。 关键词：关键词：异地就医，即时结算，Agent，Webservice ABSTRACT II ABSTRACT The late 1990s, started the Guizhou health insuranc
