1、 I摘 要 县域经济是国民经济的重要组成部分，同时也承载着推进工业化、城镇化、解决“三农”问题的重任。因此县域经济的发展对县域经济竞争力的提升乃至我国国民经济整体现代化的推进都是至关重要的。2002年11月，党的十六大提出了“壮大县域经济”的伟大号召，各界政府在追求县域经济的发展中狠抓县域的经济发展，盲目追求GDP以及高投入高消耗的传统工业化生产的存在，长期以来这就带来了一种负面效应，即环境污染和资源的浪费，结果反而造成县域经济发展缓慢甚至停滞不前。所以现阶段在追求县域经济发展的过程中，要注意县域经济的可持续发展，要合理开发资源，加强环境保护与治理，实现经济效应、社会效应、生态效应有机的结合。
2、 江苏省的县域经济发展在全国是有目共睹的，同时这52个县市分布在苏南、苏中、苏北三大区域，造成了县市之间发展的巨大差别，因此本文选择江苏省52个县市作为研究对象，既有一定的代表性，又有一定的特殊性。不仅有助于认识江苏发展的优势和薄弱环节，制定合理的县域发展政策，而且有助于认识全国县域经济可持续发展差距的本质，对其他省市也有一定的参考价值。 本文在对江苏省县域经济可持续发展进行定量评价的时候，将苏南、苏中、苏北分别建立了不同的可持续发展指标体系：苏南处于经济发达阶段，则应该强调资源永续合理利用和生态环境保护，突出资源与环境指标；苏中处于经济腾飞阶段，既要注重社会经济发展又要兼顾资源利用和环境保护
3、；苏北的经济发展相对而言比较落后，现阶段最主要是抓社会经济发展，强调的是“发展” ，突出的是社会经济指标。然后用因子分析的方法计算出各项因子得分，苏南得出经济发展指数得分、社会文明指数得分、资源环境指数得分、可持续发展指数得分和可持续发展综合指数得分，苏中得出经济发展指数得分、社会发展指数得分、生态环境指数得分和可持续发展综合指数得分，苏北得出发展水平指数得分、发展质量指数得分、发展潜力指数得分和可持续发展综合指数得分。最后分别对每项因子得分进行分析，将各项因子得分用图表表示出来，从而对52个县市的可持续发展分为六种类型，针对上述各种类型分别提出了对应的政策建议，希望对江苏省县域经济的可持续发

Various sectors of the Government in the pursuit of economic development in the county pay close atte
6、ntion to the countys economic development. As the blind pursuit of GDP and the existence of high investment and high consumption of traditional industrial production, it has brought a negative effect, namely, environmental pollution and wastage of resources. The development of county economy was slo
7、w and even stalled. So, at this time in the pursuit of the countys economic development process, the county should pay attention to sustainable economic development, must be make reasonable exploitation of resources, enhance environmental protection and governance, realizing the organic combination
8、of economic effects, social effects and ecological effects. As we all know, the development of county economy in Jiangsu Province is among the best in the country. 52 counties in Jiangsu are located in Sunan, Suzhong, Subei, resulting in significant differences in development between them. Using 52
9、counties and cities in Jiangsu Province as an object of study, this paper has both a certain degree of representation and a certain degree of particularity. This paper not only helps to understand the development of Jiangsus strengths and weaknesses, formulate a reasonable county development policie
10、s, but also to understand the gap between the national county-level nature of sustainable economic development to other provinces and cities also have some reference value. This paper makes a different system of sustainable development in Sunan, Suzhong and Subei when making quantitative evaluation
11、of sustainable economic development in Jiangsu Province. Sunan in the economically advanced stage, it should be emphasized that resources are sustainable and reasonable utilization and protection of ecological environment, highlighting resources and environmental indicators；Suzhong in the economic t
12、ake-off stage, it is necessary to pay attention to socio-economic development while keeping in mind the use of resources and environmental protection；Economic development of Subei is relatively backward, at this stage is to grasp the most important socio-economic development, and stressed that “deve
13、lopment“, highlighting the socio-economic indicators. And then use factor IIIanalysis method to calculate the factor scores. the economic development index score, social civilization index score, resources and environment index score, sustainable development index score and sustainable development o

Finally, respectively analyze each factor score which will be expressed graphically, and thus the sustainable development of the 52 counties and cities are divided into six
16、 types. The corresponding policy recommendations are put forward for the above-mentioned types with the hope of helping the sustainable economic development of Jiangsu Province.
