1、上海交通大学 MPA 学位论文 独生子女意外伤亡家庭救助金运行机制研究以常熟为例 I 独生子女意外伤亡家庭救助金运行机制研究 以常熟市为例 摘 要 20 世纪 70 年代我国开始实行计划生育，特别是 1980 年提倡“一对夫妇生育一个孩子”以来，独生子女家庭的数量大大增加。独生子女家庭，是我国实行计划生育政策以来形成的特殊家庭类型，目前全国共有 8000 多万独生子女家庭。在现实生活中，由于多种原因，在独生子女家庭中，因为家庭成员特别是独生子女遭遇伤残、死亡等意外风险而使家庭陷入困境的现象时有发生， 由于这些家庭抵御风险能力的特殊性，子女的意外伤残、死亡将给这些家庭带来尤为突出的痛苦和困难。在
2、新的历史条件下，要使计划生育真正成为造福于人民的伟大事业，在很大程度上取决于人口政策的配套完善，特别是在目前国家尚不能实施广覆盖的社会保障制度的情况下， 建立独生子女意外伤亡家庭救助金救助独生子女伤亡家庭， 对于计划生育政策的实施以及推动更完善的社会保障制度体系的建立具有十分重要的意义。 2003 年，常熟市在深入调研的基础上，在江苏省率先建立了独生子女意外伤亡家庭救助金，救助独生子女发生意外伤残死亡的家庭。该项救助金主要是对已领取独生子女父母光荣证，其子女在618 周岁发生意外情况的家庭给予一次性救助，通过政府的政策性扶持，使这些家庭得到及时的帮助。本文主要介绍了独生子女家庭的上海交通大学
3、MPA 学位论文 独生子女意外伤亡家庭救助金运行机制研究以常熟为例 II 形成过程，简述了独生子女家庭存在的风险，概述了独生子女发生意外伤残、死亡家庭的基本情况和这些家庭存在的困难，在此基础上，阐述了政府建立独生子女意外伤亡家庭救助金的重要性。之后，以常熟市独生子女意外伤亡家庭救助金为例， 对独生子女意外伤亡家庭救助金的具体运行情况进行了分析， 既总结了常熟市在运行中的有效做法，也指出了运行中存在的问题，这些问题主要体现在：思想认识上有偏差、 经费保障力度不够、 救助对象设定少合理、 宣传力度不够等。针对运行中出现的这些问题，本文运用公共政策分析的相关理论，就完善独生子女意外伤亡家庭救助金运行
4、机制提出了相应的对策。 政府建立救助金救助独生子女意外伤亡家庭， 使这部分群众能分享改革发展的成果，对计划生育家庭来说，是一件好事；对政府部门来说，在创新人口计生工作思路、进一步探索完善计划生育利益导向和社会保障机制的对策等方面走出了一条新路子。目前，苏州市、江苏省、国家都在积极倡导这项工作。本文主要运用人口社会学、公共政策等理论，采用定量和定性分析相结合的研究方法，通过理论联系实际， 探索了新时期独生子女意外伤亡家庭救助金有效运行的对策和措施，这对于苏州市、江苏省乃至全国，在推广常熟经验建立独生子女意外伤亡家庭救助金的实践中能起到一定的参考价值。 关键词：独生子女，伤亡家庭，救助金 上海交通

In real life, because of various reasons, the one-child family will be in trouble and bring particular suffers and

In the new historical conditions, if we hope the family planning policy can benefit to the whole people, we should adjust the population policy. Particularly, in the current, our country can

9、of the social security. In 2003, in the base of deep investigation and study, Changshu firstly established “only child disabled or died family assistant fund” in Jiangsu Province. The assistant fund is mainly help the parents who hold the “one-child parents glorious card” and the child is disabled o
10、r died accidently during 6-18 age. This article introduces the one-child family and its formation, outlines the risks which the one-child family will encounter, and the troubles which faced by the one-child family. On this basis, the article expounds the importance of government to establish “only c
11、hild disabled or died family assistant fund”. Then, the article takes Changshu for example, analyzes the operation of assistant fund, it not only sums up the effective approaches, but also points out the deficiencies in the operation, these deficiencies reflected as follows: Firstly, community aware
12、less. Secondly, there are not enough money to supply. Thirdly, the assistant targets setting is less reasonable. Fourth, assistant fund have not been enough publicized and so on. To these problems, the writer uses the theory of public policy, and proposes the corresponding measures. The government e
13、stablished the assistant fund to assistant one-child family, which is a good policy to such family, and also is a new way to the social security mechanism to the government.
