1、上海交通大学 MPA 学位论文 我国海关特殊监管区整合研究以苏州地区为例 I我国海关特殊监管区整合研究 以苏州地区为例 摘 要 我国海关特殊监管区最早设立于 20 世纪 90 年代初。20 年来，海关特殊监管区在我国加工贸易中发挥了很大作用。随着经济全球化进程的加快，特别是我国加入世界贸易组织以来，海关特殊监管区的发展面临着许多新的挑战，并暴露出许多潜在问题。2008 年 9 月，由美国次贷危机引发的金融危机席卷全球，全球经济体系受到了前所未有的冲击。海关特殊监管区处于我国与世界市场交界点，更是首当其冲。如何应对这些挑战？这是当前我国积极应对全球金融危机和海关特殊监管区进一步发展急需解决的问题
2、。本文的研究目的是对立足苏州地区海关特殊监管区发展现状，运用国内外先进自由贸易区理论和管理学理论，对我国海关特殊监管区提出具体的、可执行的整合方式。 苏州地区位于我国经济最发达长三角地区，研究苏州地区海关特殊监管区在全国具有典型代表意义。为此，本文比较了境外自由贸易区和我国海关特殊监管区运行机制，在苏州地区海关特殊监管区具体数据的基础上进行了研究，分析了了海关特殊监管区当前发展的困境。使用区位优势理论、生命周期理论、组织结构理论，得出了海关特殊监管区统筹发展模式上海交通大学 MPA 学位论文 我国海关特殊监管区整合研究以苏州地区为例 II整合、政策功能整合、监管模式整合的观点，并对三个整合方面

In September 2008, by the U.S. sub-loan crisis of the financial crisis sweeping the world, the global economy system has
6、been unprecedented impacted. Special customs controlling zones in China and the world market at the junction point are to be bearing the brunt. How to deal with these challenges? This is a question to be handled urgently for Chinas facing the global financial crisis and further development of the sp

Using the regional advantages theory, the life-cycle theory, the organizational
10、 structure theory, we come to the Customs Authority Area Co-ordination of special integrated development model, policy functions, integrated view of the mode of regulation and integration of the three discussed in detail. This paper adopted an integrated approach combining of a comparative analysis
