2、文针对中国铁建十四局集团有限公司人力资源所面临的问题， 从实际需要出发，总结人力资源管理理论，应用系统分析方法，结合中国铁建国有企业的特点，从规划，招聘，培训，薪酬的全部绩效评价的角度、范围，找出企业在人力资源管理中存在的问题，构建出人力资源管理体系，提出解决企业人力资源管理中所存在问题的措施。 论文在研究人力资源管理的机制、管理模式、特点、职能的基础上，剖析了中铁十四局组织机构及人员状况；从财务类人员、项目经理类人员、复合型人才三方面分析了公司人力资源配置中存在的问题； 从企业招聘体系、 公司绩效管理、公司薪酬管理、员工培训等方面归纳了人力资源体系缺陷；提出了人力资源优化预测模型，构建人力资
