1、上海交通大学 M P A 学位论文 苏南地区村民自治研究以常熟市虞山镇为例 I 苏南地区村民自治研究 以常熟市虞山镇为例 摘 要 村民自治就是农村群众按照法律的规定成立村民委员会， 自己管理自己的事务，它是我国解决基层直接民主的一项基本政策。从具体内容来看，村民自治包括两个方面：一是创建村民自治体制，即通过民主选举程序产生村民委员会组织并制定其行为规则； 二是通过民主决策、民主管理和民主监督的原则实现村民的自我管理、自我教育、自我服务，包括办理本村的公共事务，提供公共产品和服务，调解民间纠纷，向人民政府反映村民的意见、要求和提出建议，管理村集体资产。为了更好的实现村民的利益，村民委员会还要承担
2、协助职能，主要是协助行政职能包括协助乡镇人民政府开展工作。 苏南地区经济发达，新农村建设也走在全国前列。以江苏省常熟市虞山镇为例，所辖的 55 个村，村级平均年收入达到 260 万，其村级发展路线符合典型的“苏南模式” ，即乡镇企业发展迅速，给农村居民提供了广泛的就业和创业机会，村民普遍较为富裕。但在实际运作的过程中， 村民自治并未发挥出应有的功能， 还处在低级的水平上，已经不能适应农村社会发展的要求。主要包括以下几个方面：选举制度不完善、村民自身自治需求不高、村民委员会和村级党组织及镇政上海交通大学 M P A 学位论文 苏南地区村民自治研究以常熟市虞山镇为例 II 府之间的关系交叉。表现在
3、：村民的民主素养较为欠缺；基层政府对村民委员会干涉过多，缺乏指导性；村级党组织和村民委员会之间关系模糊， 党组织对公共事务的领导和管理体现在日常具体事务的处理方面。 作者针对村民自治存在的问题进行了较为全面的分析， 同时对产生问题的原因进行了深入研究。最后，结合自身的工作经验和常熟市虞山镇农村的实际情况，就以下几个方面提出了对策：发展经济，为村民自治注入更大活力；走出宏观体制困境，理顺关系；加强制度建设， 提高村民自治能力； 推进农村城镇化， 给村民自治增加新的内涵。相信，通过本文的研究，对苏南地区的村民自治的完善有全面的指导作用，让村民自治向更高水平发展，在社会主义新农村建设中发挥重要作用。
