3、April, 2008 II 华 中 科 技 大 学 硕 士 学 位 论 文 摘摘 要要 在核电行业，有超过半数的事故和安全事件是因人的失误而引发的。为掌握人因事件的基本规律，提出预防人因失误的管理措施，有效降低核电站人因事件的发生，必须对核电站人因失误进行分类，分析其特点，以便针对性地采取预防措施。 本文以人因失误管理问题分析的基本假设为前提，根据核电站纵深防御的安全管理理念和组织行为学的相关模型，建立了安全/质量管理的组织行为学模型，并以此作为核电站预防人因失误管理的理论基础。 在对国内核电站的人因事件情况进行搜集、整理、分析后，以大亚湾核电站和国内核电站的相关数据为基础，将人因失误事件进
4、行分类；从人因失误的趋势分析开始，对造成人因失误的个人因素、外部因素和决策因素等主要因素进行了分析并确定了导致人因失误的关键因素；从分析作为人因失误主体的工作人员的心理行为出发，追溯人因失误的根源，确定了人因失误的模式，即核电站的人因失误经历了认知、逻辑及情绪三个发展阶段，进而有针对性地提出人因失误的管理对策。 在以上研究的基础上，进一步提出了核电站预防人因失误，应当从系统设施的改进、企业文化的建立、实际工具的应用等多方面着手，从而开展有针对性的防范措施，提高员工安全意识和职业素养，有效减少人因事件发生概率，确保核电站的安全稳定运行。 关键词关键词：核电站、核安全文化、人因失误 I华 中 科

This paper is to analyze the basic rule of human factor events, come about countermeasures to avoid human factor accidents, and minimize human factor accidents of nuclear powe
6、r station effectively. This paper synthesized some domestic research and those aboard, classified the mistakes in nuclear power plant, and analyzed the characters, to the effect that we could adopt pertinent preventive measures according to different human error types. According the concept of safet
7、y management based on multiple-defense and the organizational behavior of safety and quality management, this paper has constructed a basic academic way to prevent the human error in nuclear power station. This paper has collected and analyzed great deal of human events in domestic nuclear plant and
8、 on the base of things happened in Daya Bay nuclear power station. To start with the analysis of the human error trend, we have studied on the main causes of human errors such as individual facts, external facts and decision-making facts etc. And the paper pointed out the key facts of human errors i
9、n the end. To begin with the study of peoples mental behavior, we have found out the root cause of human error, ascertained the mode of human mistakes, and proposed some countermeasures to manage and avoid human errors. This paper concludes that by improving the system equipment, strengthening safet
10、y culture construction, deploying corresponding countermeasures, and advancing employees safety sensitive and professional qualities, the human factor events could be reduced tremendously, and the plant could maintain safe operation.
