1、中南民族大学硕士学位论文 I摘 要 目前中国高等教育发展的关键词是“创新人才培养”和“教育质量的提高”。这无疑抓住了高等教育发展的根本和主要问题。伴随着数量与规模的高速膨胀，当代中国高等教育已被认为迎来了前所未有的黄金时代。但实际上，如果持稍微审慎的眼光，我们会发现，当代中国高等教育数量与规模的突破，并未带来质的同步提升，我国高等教育质量的状况并不尽如人意，尚存在许多问题。 随着高等教育大众化进程的不断加快，特别是高等教育体制改革，高等教育从双轨到并轨收费制度和大规模的高校扩招，我国高等教育规模的空前发展所带来的整个社会对高等教育教学质量及人才培养质量的关注和审视，引发了大规模的高等教育如何保
2、证高等教育质量的问题。因此，政府、社会开始采取措施监督高等教育质量：政府从立法、行政、评估、财政等手段来影响高校的教育质量；社会上两大著名机构开始对大学进行评价并排名，公布排名结果，给教育消费者提供择校信息， 给社会捐赠人士和捐赠集团提供咨询； 教育部 1999 年开始实行的就业率统计公示又在前两者的基础上增加了新的影响力量：高校的教育质量通过用人单位反馈的就业率来反映。但是我们也看到了这些影响力量在监督、干预高等教育质量过程中存在诸多问题，这必然会影响高校的人才培养质量以及培养模式，以至于影响高校的发展。 本文试图在系统论的基础上， 选择高等教育质量的外部影响力量作为研究课题进行探讨，从高等
3、教育质量的外部影响力量的视角展开研究，探索外部影响力量对高等教育质量影响的实质，此项研究有助于深化对高等教育质量保证体系的思考，使对高等教育质量的保证体系的认识上升到一个新的高度，从而构建一个有序、高效、动态的高等教育质量的外在监督环境。在此基础上，无疑会拓宽高等教育评估、大学排名以及就业率研究的视阈，丰富、深化这些方式手段的理论研究。通过本研究，能够引导政府、社会、市场重新审视自己在影响高等教育质量的行为，制定适当的行动策略，充分发挥各自的优势力量。 本文首先分析了各力量主体对高等教育质量的要求，在此基础上，各力量主体分别采取的监督、干预及舆论引导高等教育质量的手段、方式。然后在系统论的基础
4、上，分析了三者的有机结合，平衡三者的力量，创造一个高效、有序、动态的高等教育质量的外部监督体系。 接下来分析了我国目前高等教育质量外部影响力量的现状，以及存在的问题。首先分析了现状。分析了在单一干预时期政府所采取的干预高等教育质量的各种手段，第二阶段随着市场经济体制的确立，教育领域的改革，使得社会、市场开始参与高等教育质量的监督和干预，分析了社会、市场所采取的各种干预高高等教育质量的外部影响力量研究 II等教育质量的方式、手段，然后在此基础上分析了目前干预、监督高等教育质量的各力量主体存在的问题：政府单一影响力量干预质量的失衡，出现无效干预和不良管制；社会中介组织因为缺乏法律法规的支持而出现参
5、与不足，不能有效反映高校教学质量； 就业率统计方式不能准确反映高校的人才培养模式和人才质量，进而不能有效的考核高等教育质量。 质量是高校发展的生命线，必须充分发挥外部的监督力量。通过对现状的分析，在第四部分，针对目前高等教育质量的外部监督体系存在的问题，分析了各力量主体在干预高等教育质量过程中的优劣，在此基础上，提出了相应的策略：外部影响力量体系的调整策略，强化社会、市场监督高等教育质量的作用；协调三力量主体在监督高等教育质量过程中的行动策略；在市场经济条件下，外部力量监督高等教育质量的政策支持，改变监督质量的目的，注重实质性目的，政府通过建立相关的法律法规，建立专业化、系统化的质量监督外部系
6、统；各力量主体质量监督的程序与方法的改进与创新。 因此本文试图通过对高等教育质量的外部影响力量体系的研究，旨在于通过系统研究影响高等教育质量的外部力量，构建高等教育质量外部影响力量的制度体系，创造一个高效、有序、动态的高等教育质量的外部环境，从而促进高校适应社会和市场的需求， 改进人才培养模式和人才培养结构， 求得高校自身的发展。 关键词：高等教育质量 外部影响力量 优化组合 中南民族大学硕士学位论文 IIIAbstract At present, the key words of the development of Chinas higher education are “the inno

With the increasing expansion of the quantity and scale of Chinas higher education, contemporary Chinas higher education
8、has been considered to be in the unprecedented golden age. However, if we think it over, we will discover that the breakthrough of the quantity and scale of contemporary Chinas higher education has not brought the promotion of quality synchronically. The quality of higher education in our country is
9、 not entirely as desired, there still are many problems. With the swift development of the popularization of higher education, especially the reform of higher education system from double track tuition to the merge of charge and the large-scale expansion of the college enrollment, the unprecedented
10、development of the scale of Chinas higher education has brought about the whole societys attention and examination to the higher education quality and the personnel training and has initiated the issues on how to guarantee the quality of higher education after the mass development. Therefore, the go
11、vernment and the society start to take measures to monitor the higher education quality. Government begins to influence the quality of higher education through legislation, administration, appraisal, finance and so on; two big famous institutions begin to appraise and rank the universities and colle
12、ges, publish the ranking results to provide the information for the education consumers, for the contributors and donation groups. In 1999, The Ministry of Education started to announce the statistics of the employment rate, which are based on the former two and they increase the new influence. The
13、higher education quality is reflected by the employee rate through the market (the employing units). But we also find that these influences still have many problems in the process of monitoring and intervening the higher education quality. This inevitably will affect personnel training quality and t
14、raining mode, as well as the development of colleges and universities. On the basis of the theory of system, this paper attempts to choose the external influence of higher education quality as the research subject, to explore the essence of the external influence on the higher education quality.
