1、中南民族大学硕士学位论文 I摘摘 要要 消费是拉动经济增长的三驾马车之一，它是国民经济增长的最根本最主要的动力。因为，消费需求的增加不仅能够推动经济增长，而且还可以吸引投资、提高投资效率。因此，近几年国内的经济热点话题总是不可避免的谈到“消费”以及 “如何扩大内需” 。 这是因为国内居民消费在国民经济增长中的贡献率一直都不高。更值得关注的是，由于受到长期的城乡二元结构的影响，城镇居民与农村居民的消费差距很大。尤其是西部农村居民的消费状况最不容乐观，其不但与西部城镇居民的消费有一定的差距，而且还低于全国农村居民的平均水平。产生这种现状的原因主要是因为西部农村地区居民受到不确定性预期的影响很大，这
2、种不确定性预期是来自多方面的：收入的不确定性、受流动性约束的制约、社会保障的不完善、消费环境的无法预料以及政策落实情况是否到位。因此，若要扩大整个国内居民的消费需求，就必须要扩大占全国总人口近 60%的农村人口的消费需求；若要扩大全国农村居民的消费需求，就必须全力以赴扩大西部农村居民的消费需求。只有当西部农村居民的消费支出增加了，才能扩大整个农村居民的消费支出，最终才能扩大居民消费在国民经济中的比例。 论文以西部农村居民消费为研究对象， 分析其受到不确定性预期影响的消费行为。不确定性因素来自很多方面：首先是收入的不确定性，做为西部农村居民主要收入来源的农业生产经营收入和务工工资收入均具有不稳定
3、性；二是对未来不可预测的支出的不确定性；三是受到流动性约束的制约影响；四是对政策的不确定性，无法预料政策的走向以及政策在实施过程中一些人为的或者客观因素带来的影响；五是西部农村居民面临的消费环境具有不确定性。要全面分析西部农村居民的消费行为受到不确定性预期影响的程度，需要从以上五个方面着手。但基于数据搜集的局限，论文只能从“流动性约束影响”和“收入不确定性预期影响”两个方面对西部农村居民消费影响做实证分析研究。最终，得出结论：一是西部农村地区大约有 79.13%的收入集中在受流动性约束限制的农村居民手中， 他们的消费只能是花费其当期收入，他们的消费呈现出短视性；二是西部农村居民不确定性预期下我
4、国西部农村居民消费实证研究 II受到收入不确定性预期的影响，会将其增加的持久收入中的更大一部分转变成储蓄，以应对未来不可预知的支出和不可预料到的收入。针对不确定性预期对西部农村居民消费带来的负面效应，最后提出了六点对策建议：首先是观念先行，要先转变西部农村居民的消费观念，其次是建立持续增收机制和改革农村金融服务体系，再者需要加快农村居民社会保障的建设以及完善农村基础设施，最后是要改善农村落后的流通体系的现状，消除消费环境不确定性预期的不良影响。 论文的研究目的主要是提高西部农村居民消费水平，从而扩大农村地区消费份额，最终形成一定规模，繁荣国内的消费市场。这个目的是符合我国当前的国情以及国家战略
5、发展目标的，这是与“全面建设社会主义新农村、实现全社会的小康目标、统筹城乡经济发展”的口号是密切吻合的。论文同时还为相关部门制定经济政策提供了一定的理论支持和对策方针，因此具有一定的理论意义和现实意义。 关键词：西部农村；农村居民消费；不确定性预期；实证分析； 中南民族大学硕士学位论文 IIIAbstract Consumption is one of the troika that can to promote economic growth, and it is the most important national economic growth of the most fundamen

Therefore, in recent years, the domestic economy hot topics are always about “consumption“ and “how to expand domestic demand.“ This is

Moreover, by the long-term urban-rural dual structure, urban residents and rural residents are different. Especially in the western rural areas, the cases of consumption are not optimistic, the consumpti
