2、等进行深入研究。 本文以石家庄铁路房建系统各单位为研究对象，采用理论与实践相结合的研究方法，围绕企业的业务重组、财务重组、组织重组和企业文化整合等重点问题展开研究，确定企业总体发展战略。这是我国铁路运输业管理体制进行主辅分离的改革迫切需要解决的问题。 本文通过对国内宏观环境、行业环境及石家庄铁路房建系统各单位目前改革现状，提出了在改革过程中进行企业重组的现实意义和必要性。对于企业重组的相关理论进行了简要论述。对依附于铁路运输业的房建系统各单位在当前深化改革、企业化改造的现状和存在的突出问题进行了总结；在对所从事行业的内外部竞争环境分析的基础上，提出了组建集团公司的企业模式，明确企业的总体发展战

16、断推向深入。党的十六届三中全会明确指出， “积极推行公有制的多种有效实现形式，加快调整国有经济布局和结构” 1。明确了国企改革的原则和总体思路：国有企业应保持必要的数量，但更重要的是国有企业资本分布的优化和质量的提高；国有企业结构调整的总体思路：收缩战线，有退有进，减少数量，提高质量，做大做强，发挥优势，立足于增强控制力、影响力和带动力。从目前大量的改革实践来看，国有资本逐步退出一般竞争性领域，加强关系国计民生的基础行业和重点行业的控制。已经有实证研究表明，区域内国有企业较早、较快实施一般竞争性领域退出战略，则该区域经济的绩效水平明显高于同期全国经济绩效水平，国有企业的退出促成了国有企业和非国有企业的“双赢”发展2。国有资本向关系国民经济命脉的重要行业和关键领域的大企业集中，集中合并前先完成“主辅分离”工作，即精干主业，剥离辅业，同时对辅业进行市场经济环境下的企业化改造，彻底解决“企业办社会”的历史包袱和发展难题，轻装上阵，增强竞争力，真正形成具有自主知识产权、 主业突出、 创新能力强、 具
