1、湖南大学硕士学位论文湖南省电力公司定价策略研究姓名：刘志刚申请学位级别：硕士专业：工商管理指导教师：谢赤20070329工商管理硕士学位论文 II摘 要 中国电力市场建设起步于整体市场非常薄弱的基础上，因此电力市场的稳定性问题尤其突出和重要。研究如何确保电力市场建设和运行的安全和稳定，并在此基础上提升电力市场的运行效率，是摆在中国电力市场理论界和实践者面前迫切而紧要的课题。 本文对湖南省电力公司的发展及国内电力市场状况进行了分析，结合湖南电网峰谷分时和丰枯季节电价实施情况，根据湖南电网负荷特性变化，指出了峰谷丰枯定价缺陷，对湖南电网峰谷丰枯电价调整提出了建议。对国际上关键峰荷电价制度的实施情况
2、进行了调查，阐述了关键峰荷电价制度的实施前提和要求。在此基础上，通过对湖南电网分月负荷分析，提出了湖南省电力公司实施关键峰荷电价制度的方案。通过阐述有关实时电价和实时电价用户群制度的理论研究及其实施前提和要求，分析了湖南省电力公司推行实时电价用户群制度的必要性，并提出了实施实时电价用户群制度采取的方案。 通过以上的研究和分析得出了以下结论：在电力体制改革的新形势下，湖南省电力公司要特别注重从一开始就引入供应和需求双方资源共同来进行价格设定和发现工作，及早引入需求侧动态定价，征得湖南省人民政府及有关部门的支持。在华中电力市场开始运营前，湖南省电力公司主要是做好峰谷丰枯电价的调整或实施关键峰荷电价
3、制度，使之更符合当前湖南电网的负荷特性，降低高峰负荷，移峰填谷，减少电网的建设投入。以同样的电网输送更多的电，以较低的低谷电价来促进电量的销售。在华中电力市场开始运营后，湖南省电力公司可以实施实时电价用户群制度来对发电侧实时竞价进行需求响应，减小电价的波动，降低市场风险。 关键词：定价策略；峰谷电价；实时电价；关键峰荷；需求响应 湖南省电力公司定价策略研究 IIIAbstract The power market building of our country starts with a very weak foundation of whole market, so the stabilit

Its an urgent and critical subject in front of the theory circle and practitioner of power market in our country to know how to ensure the security and stability in the power market building and promote the operational efficiency
5、 of the power market on this basis. This text has been analyzed to the development of Electric Power Co. of Hunan Province and domestic power market. Combine the performance of the time-of-use tariffs of electricity and abundant withered season price in Hunan power grid. It has pointed out the defec
6、t and put forward to the adjustment of those two pricing methods in Hunan power grid. It has carried on the investigation to the performance of CPP(Critical Peak Price) in the world and explained the implementation prerequisite and demand of CPP. On this basis, through explaining monthly load of Hun
7、an power grid, it brings up an idea to the implementation of CPP in Electric Power Co. of Hunan Province. Through explaining theoretical research, implementation prerequisite and demand for the relevant real-time prices and the systems of users of real-time price, this text has analyzed the necessit
8、y of the systems of users of real-time price in Electric Power Co. of Hunan Province. It also has put forward the scheme of implementing. Through the research and analysis above, it has drawn the following conclusions: Under the new situation of the reform in power system, Electric Power Co. of Huna
9、n should pay attention to that it must introduce supply and demand side to find and fix price in the beginning. It should introduce the demand side dynamical price fixed early; solicit the support of the peoples government of Hunan Province and related departments. Before power market running in Cen
10、tral China, Electric Power Co. of Hunan Province should mainly do a good job to the adjustment to the time-of-use tariffs of electricity and the abundant withered price and CPP, make it accord with the present load characteristic of the Hunan power grid. It should reduce peak load, move the peak to
11、fill out the valley, reduce the construction input of the power grid, send more electricity with the same power grid, and promote the sale of electric consumption with the lower price of valley. After the power market begins to run in Central China, Electric Power Co. of Hunan Province can implement
