2、国政府关于 南非共和国在中华人民共和国香港特别行政区保留总领事馆的协定(附英文)南非共和国在中华人民共和国香港特别行政区保留总领事馆的协定(附英文) 全文 中华人民共和国政府和南非共和国政府（以下简称“双方”），本着进一步发展两国友好关系的共同愿 望，根据中华人民共和国政府和大不列颠及北爱尔兰联合王国政府关于香港问题的联合声明附件一第十 一部分和中华人民共和国香港特别行政区基本法第一百五十七条，就南非共和国在中华人民共和国香港 特别行政区保留总领事馆问题达成协议如下： 一、中华人民共和国政府同意南非共和国政府在中华人民共和国香港特别行政区保留总领事馆，领区为 香港特别行政区。 二、中华人民共和
3、国政府根据一九六三年四月二十四日维也纳领事关系公约以及中华人民共和国有 关法律和规定，为南非共和国驻香港特别行政区总领事馆执行领事职务提供必要的协助和便利。 三、南非共和国驻香港特别行政区总领事馆的运作应遵循一九六三年四月二十四日维也纳领事关系公 约的规定。领事事务本着友好合作的精神在平等互利的基础上予以处理。 四、本协定于中华人民共和国与南非共和国建立外交关系之日起生效。下列签署人受各自政府授权、签 署本协定，以昭信守。本协定于一九九七年十二月三十日在比勒陀利亚签订，一式两份，每份都用中文和英 文写成，两种文本同等作准。 中华人民共和国政府代表 南非共和国政府代表 （签 字） （签 字） 钱

7、 the Peoples Republic of China, have reached the following Agreement concerning the maintenance of the Consulate General of the Republic of South Africa in the Hong Kong Special Administrative Region of the Peoples Republic of China: 1. The Government of the Peoples Republic of China agrees to the m
8、aintenance by the Government of the Republic of South Africa of its Consulate General in the Hong Kong Special Administrative Region of the Peoples Republic of China, the consular district of which shall be the Hong Kong Special Administrative Region. 2. 10、s to the Consulate General of the Republic of South Africa in the Hong Kong Special Administrative Region in the exercise of its functions. 3. The operation of the Consulate General of the Republic of South Africa in the Hong Kong Special Administrative Region shall be regulated by the Vienna Conven
11、tion on Consular Relations of 24 April 1963. Consular matters shall be handled on the basis of equality and mutual benefit and in a friendly and co-operative spirit. 4. This Agreement shall come into force on the date of the establishment of diplomatic relations between the Peoples Republic of China
12、 and the Republic of South Africa. In witness whereof undersigned, being duly authorized by their representative Governments have signed this Agreement. Done at Pretoria on December 30, 1997 in duplicate in the Chinese and English languages, both texts being equally authentic.
