1、中南民族大学硕士学位论文 I摘 要 可持续发展是我国的经济社会发展的必然趋势，可持续发展是我国的基本国策之一，生态环境保护是人类社会实现可持续发展的重要内容。因此，如何更好地协调人类社会经济系统与生态系统之间的关系，实现经济可持续发展，是人类社会的迫切需要。三峡地区地处中西部结合地带，是长江中上游地区的经济枢纽，具有独特的区域位置，加上三峡工程的开工建设， 使三峡地区在我国经济社会协调发展的过程中具有重要战略地位，并将成为我国经济发展新的增长极，将带动整个长江流域甚至中西部经济发展，为实现区域经济的协调发展，在我国具有十分重要的现实意义。因此，对三峡地区生态环境保护与经济发展的研究显得尤为重要
2、。 本文在研究国内外生态环境保护与经济发展理论的基础上，结合生态学、环境学、经济学以及相关自然科学的研究方法，结合三峡地区实际情况，采用定性与定量、静态与动态等一些分析方法，分别阐述了三峡地区的生态环境和经济发展的现状，进一步找出了该地区生态环境保护与经济发展的内在联系，通过现象看本质，归纳出三峡地区生态环境保护与经济协调发展的制度创新思路。在实施可持续发展的战略前提下，三峡地区要成为我国区域经济发展新的增长核心。本文认为，要在三峡地区实施生态经济，实现三峡地区生态环境与经济的协调发展。 在具体的措施上， 文章从构建三峡生态经济区、走新型工业化道路、发展循环农业经济及生态旅游四个方面进行了论述
3、，并且将生态经济的思想贯穿始终。无论是发展工业、农业、旅游业，最终目的都是为了在三峡地区经济社会发展过程中，实现三峡地区的经济社会、生态环境的可持续发展。以有利于改善生态环境为原则，加强生态环境的保护和建设，实现可持续发展。在三峡地区的经济建设与社会发展过程中，把生态环境保护与经济发展相结合，努力将三峡地区建设成为可持续发展的生态经济区，实现经济效益、生态效益的统一。 关键词：可持续发展；生态环境；生态经济；制度创新 长江中上游地区经济发展与生态环境保护以三峡地区为例 IIAbstract Sustainable development is an inevitable trend of ec

Ecological environmental protection is an important part for the human race and the society to realize sustainable development. Accordingly, how to coordinate the relationship between the economic system and ecosyst
5、em and how to realize sustainable economic development have become emergent problems for the human race and the society. The Three Gorges region is located in the combination zone of the central and western parts of China. Its an economic hub in the middle and upper reaches of the Yangtze River regi
6、on and has its unique regional advantage. Together with the construction of the Three Gorges Project, the Three Gorges region lives in an important strategic position during the process of Chinas coordinated economic and social development. Again, the region will become a new growth pole of Chinas e
7、conomic development and will provide an impetus to the economic development of the whole Yangtze River Valley and Midwest region. It is of great importance for China to realize the harmonious development of the regional economy. Therefore, its particularly important to study the ecological and envir
8、onmental protection and economic development of the Three Gorges area. This paper is based on the theory of the ecological environmental protection and economic development both at home and abroad, together with ecology, environmental science, economics and related natural science research methods,
9、combined with the actual situation of the Three Gorges region, adopting methods such as the qualitative and quantitative, static and dynamic analysis, and illustrates the current situation of the ecological environment and economic development respectively in the Three Gorges area. Again, it finds t
10、he internal links between the ecological environmental protection and economic development in the region, and concludes ideas of the institutional innovation about ecological environmental protection and economic development in the Three Gorges area through the way of looking essence from the phenom
11、enon. Finally, under the premise of the implementation of the sustainable development strategy, Three Gorges region will become a growth core of the regional economy in China. This article suggests that we should implement ecological economy in order to realize the coordinated development of the eco
12、logical environment and economy in the Three Gorges region. About the specific measures, the article gives a dissertation on four aspects-constructing ecological and economic zone in the Three Gorges area, taking the new road to industrialization, developing the cycle agricultural economy and eco-to
13、urism, and at the same time the thinking of the ecological economy is throughout the paper.
