1、华中科技大学硕士学位论文基于产权理论的高校大型仪器设备管理研究姓名：李伟申请学位级别：硕士专业：高等教育学指导教师：贾永堂20070609华 中 科 技 大 学 硕 士 学 位 论 文 I摘 要 大型仪器设备是高校及其所属的国家重点实验室等机构履行教学科研等职能物质基础。在社会主义市场经济体制下如何认识并管理好高校大型仪器设备，发挥其教学科研功能， 实现其经济价值和社会效益， 成为高校资产管理工作的重要一环。 但是，目前我国高校大型仪器设备管理存在诸多问题，如重复购置、重复建设、闲置浪费，这都导致了高校大型仪器设备使用效益的不高。其根本原因就在于我国高校大型仪器设备产权模糊不清，没有建立起行之
2、有效的国有资产管理制度。本研究以相关产权理论为指导，试图厘清高校大型仪器设备管理的症结所在，并对高校大型仪器设备的管理念和实现途径进行了有益探索： 首先，本研究以相关产权理论为分析工具，探讨了我国高校大型仪器设备的产权管理过程中的交易费用、外部效应、产权界定、产权制度和委托代理关系等重要问题。我国高校属事业单位，其管理观念、手段和方式等仍在不同程度处于计划经济体制思维模式之下，而市场经济下的产权理论有助于我们从全新的视角去认识高校大型仪器设备管理，更新管理理念、手段和方式等。 其次，通过比较和借鉴国内外大型仪器设备管理经验，分析并提出了我国高校大型仪器设备管理的途径与对策。第一，笔者从管理、产
3、权归属、使用三方面对美、德、日、韩四个科技发达国家的大型仪器设备管理进行了分析和比较，介绍了国外对大型仪器设备管理的先进理念、手段和方式等；第二，文章选取了三个国内高校大型仪器设备管理的典型案例，并进行了综合分析；第三，通过比较和借鉴国内外的大型仪器设备管理经验，对我国高校大型仪器设备管理的途径与对策进行了有益的探索。 关键词：产权理论; 高校大型仪器设备管理 华 中 科 技 大 学 硕 士 学 位 论 文 IIAbstract Large- scale instruments and equipments are the material foundation for the univers

For the state- owned assets management, its very important to understand and manage universities and colleges large- scale instruments and equipments to fulfill its teaching and researc
5、hing functions， and to realize the economic value and social benefits in the socialist market economic system. However, waste, such as repeat purchase, redundant construction and idle, has reduced efficiency in the use of large- scale instruments and equipments of the universities and colleges. The
6、fundamental reason lies in not only that the property rights of large- scale instruments and equipments are ambiguous, but also that we have not established an effective state- owned assets management system. In this study, the property rights theories are used to clarify the large- scale instrument
7、s and equipments management crux, as well as explore the large- scale instruments and equipments management concepts and useful countermeasures. First, the property rights theories are used as the analyzing tools to explore the transaction costs, external effects, defining of property rights, proper
8、ty rights system, and the principal- agent theories of large- scale instruments and equipments in the process of management. Chinese universities and colleges are public institutions and their management concepts, means and methods are to some extent still constrained to the planned economic system

The theories of property rights in the socialist market economy system will help us understand the large- scale instruments and equipments management from a new perspective and update the management concepts, means and methods. Secondly, the study analyzes and proposes large- scale instrum

Finally, the study explores the large- scale instruments and equipments management approaches and useful countermeasures by comparing and using foreign and domestic large- scale instruments and equipments management experience. 15、革，这些都对高校等行政事业单位的国有资产管理提出了新的、更高的要求。 目前，我国高等教育的不断发展，高校资产规模日益扩大，其占有的仪器设备数量、价值都明显增加。但我们看到，高校大型仪器设备的购置和管理中的问题还比较突出，主要表现在大量大型仪器设备利用率低，而教学科研人员的大型仪器设备使用需求却又得不到满足；设备购置经费紧张，但重复购置、重复建设的现象比较严重等。 高校大型仪器设备使用效益不高，导致了两个方面的严重后果：一方面，国有资产流失严重；另一方面，我国有限的科研仪器设备、科学技术、科学信息等宝贵资源未能得到充分共享，仪器设备重复购置、技术垄断、数据相互封锁，严重制约了科研创新工作的开展。
16、 1.2 研究的意义 1) 理论意义 第一，本研究通过对高校大型仪器设备产权问题的分析并结合高校大型仪器设备自身特点与国内外大型仪器设备管理的先进理念、经验提出了管理对策，丰富了高校管理理论。 第二，高等院校大型仪器设备管理是高校国有资产管理的重要组成部分，针对高等院校大型仪器设备管理的研究为高校国有资产管理的改革与发展提供了理论依据。 华 中 科 技 大 学 硕 士 学 位 论 文 22) 实践意义 高校大型仪器设备管理日益成为高校管理的一个重要方面。大型仪器设备的规模、质量及利用效率等在一定程度上影响并制约着高校人才培养质量、科学研究水平及高等院校整体发展进程。对高校大型仪器设备管理的研究，有助于提高我国高校大型仪器设备的使用效益，促进高校教学与科研水平的提高；有助于全面规范和加强高校国有资产管理，维护国有资产的安全和完整，促进国有资产保值、增值。 1.3 文献综述 1.3.1 国内文献 20 世纪 90 年代以来，我国高等教育发生了巨大而深刻的
