1、合肥工业大学硕士学位论文鸠江经济开发区土地集约利用评价研究姓名：杨艳申请学位级别：硕士专业：公共管理指导教师：方必和2010-101鸠江经济开发区土地集约利用评价研究 摘 要 鸠江经济开发区土地集约利用评价研究 摘 要 随着人口，工业化和城市化高峰的临近，我国正处在经济和社会发展的重要战略机遇期。土地资源面临着越来越大的供需矛盾。开发区作为城市发展和土地资源利用的重点发展区， 在促进社会经济高速发展中具有举足轻重的作用。然而，开发区在土地利用过程中，重扩张轻挖潜，重规模轻效率等问题仍未得到有效解决，土地资源尚未发挥其最大的利用潜能。为了保障经济和社会的可持续发展，提高土地资源的保护和可持续利用
2、能力，缓解土地供需矛盾，建立集约高效的开发区土地利用模式，具有重要的理论和现实意义。实现开发区土地集约利用是缓解当前旺盛的建设用地需求与耕地保护矛盾的根本途径之一，也是土地可持续利用的必然要求。 鸠江经济开发区是 2006 年经安徽省人民政府批准的省级开发区， 开发区颇具规模，发展迅速。本研究选择了土地利用状况、用地效益、管理效益 3 项评价因素共计 13 项评价指标， 采用综合指数多目标评价模型对鸠江经济开发区进行土地集约利用评价，得到评价结果。最终计算出鸠江经济开发区土地利用集约度分子值为 78.08 分，扩展潜力为 10.83 公顷，结构潜力为 12.32 公顷，强度潜力为 77.58

It is a peri
4、od of increasing problems that environmental constraints become the main prevention of social developments. Land resources is facing an increasing imbalance between supply and demand and pressures from the limited space and environment. As the key zone of urban develoPment and utilization of land re
5、source，development zone plays asignificant role in improving the high-speed development of social economic. It has already became the booster of structural readjustments ，industry upgrades and regional developments. However,during the process of utilization of land resources，there are still some pro
6、blems unsolved such as emphasison on extension than tapping the potentiality,emphasis on scales than effciency， and emphasis on attracting investments than planning. In order to ensure the economical and social sustainable development and develop the utilization ability of land resource protection a
7、nd sustainable usage,it is necessary to stand to the scientific outlook on development that to build a resources-saving style society. It has a particular theoretical and pragmatic meaning to set up a complete evaluation system of land consolidation and enhance the lands involvement in capacity for
8、macro-economic regulation and control. The land intensive use of development zone is not only one of the basic ways to release the contradiction between the great demand of construction land and cultivated land protection, but also the inevitably demand of sustainable land use. Jiujiang Economic Dev
9、elopment Zone(JEDZ)is a provincial level development area approved by the Peoples Government of Anhui province.JEDZ embraces a large scale and advanced geographical position. This research chose the land utilization,land use benefit,manegement benefit as 3 evaluations factor.It adds up to 13 evaluat
10、ions factor.Adopting synthetical index evaluation method,this paper tries to assessment the potential of JEDZ,and gets the assessment result.At last,JEDZ calculated intensity of landuse elements value 78.08 points,expand the potential for the 10.83 hectares,the potential structure of 12.32 hectares
11、and 77.58hectares for the strength of the potential,management potential is 0.
