4、间的关系，能够在公司内部提高工作效率，降低运营成本，增强公司内部各部门单位之间的业务交流，规范公司管理，提升企业的核心竞争力；而且还可以充分体现公司的整体信息化、高科技应用的水平，为未来更多的信息化企业应用打下坚实基础。 自来水公司营业抄收系统包含了自来水公司的主要业务中的抄表、计费、收费、水表管理、业务受理等，主要实现全部供水区域范围内供用水统一管理、统一核算、统一价格、统一收费、统一服务标准，建立规范、高效的营业抄收流程。 本文将自来水公司营业抄收系统分成表务业务管理、帐务业务管理、参与人员业务管理、工单业务管理和信息共享接口五个方面进行了分析，系统的主要关键技术有水量计算、帐单计算、基于
5、角色的安全控制和基于 Web Service信息共享模式。水量计算和帐单计算为自来水公司实行阶梯水价、抄表到户打好了良好基础，以适应自来水公司企业经营策略的变化和资费政策的变化。通过基于角色的安全控制，可以很好地在系统中实施有效的身份认证，正确的授权机制和严密的数据安全。基于 Web Services 的信息共享模式，很好地实现应用系统之间的信息共享，各应用系统的信息采用集中存储、管理和维护，业务分布处理的模式。满足了企业应用集成的需要，又可以最大限度地降低企业应用集成的复杂度, 提高整个系统的灵活性。 本文还介绍了自来水公司营业抄收系统的总体设计和功能结构设计，系统采用符合 J2EE（Jav
6、a 2 Platform Enterprise Edition）设计标准的 SSH（Struts2，Spring，Hibernate）集成框架来进行设计与实现。在完成设计后，描述系统实现的详细方法以及介绍部分详细流程图等。然后对系统功能和系统性能进行了测试。 该系统的实现为自来水公司的营业抄收提供一个规范的流程，使得自来水公司业务流程效率通过系统的功能得到一个很大的提高，充分发挥信息化技术的作用。 关键词：水量计算；账单计算；SSH；Web 服务 哈尔滨工业大学工程硕士学位论文 - II - Abstract Water Company Supply System is the company

This paper divide the Water
11、Company Supply System into the companys meter business management, accounting business management, those involved in business management, engineering services management and information- sharing a single interface to five aspects of analysis. System, the key technologies of water calculation, billin
12、g calculation, role- based security controls and information- sharing model based on Web Service. The water calculation and the billing calculation for the water company to implement progressive water pirce, metering water use for each household to lay a good foundation to meet the water company bus
13、iness strategy changes and changes in tariff policy.Through role- based security controls can be very effective in the system authentication, the correct authorization mechanism and stringent data security. Web Services- based information- sharing model, a good way to achieve information sharing amo
14、ng applications, the application of information centralized storage, management and maintenance, business distributed processing model. To meet the needs of enterprise application integration, but also you can minimize the complexity of enterprise application integration; improve the flexibility of
