此外，更有一項建築地盤 就業人數按季統計調查及另一項關於公務員 就業人數及空缺的特別 統計調查同時進行，提 供更多有關針 對不同 對象的就業及空缺數 據由這些 統計調查結果所編製的就業及空缺 統計數字，可作為顯示本地勞工需求趨勢的有 效指標1.2 本月刊曾於九七年八 月號刊登有關這 課題的專題文章本文跟進探討在一九八二至 一九九七年間的最新發 展 至於有關統計調查 方法的詳細資料，讀者可參考九七年八 月號的 專題文章2. 統計調查範圍2.1 下列行業類別內的 大部分主要經濟活 動皆包括在就業及空缺按季統計調查之內:(一)採礦及採石業(二)製造業(三)電力及燃氣業(四)批發 、零售 、進出 口賀易 、飲食及 酒店業(五)運輸、倉庫及通訊業(六)金融、保險、地產及商用服務業(七)社區 、社會及個人服務業2.2 基於執行上的困難，統計調查不包括部 分行業類別/行業，計有:(一)農業及漁業FA2 1. Introduction 1.1百leCensus and Statistics Department conducts the Quarter1y Survey of Employment and Vacancies (SEV) at quarterly interva1s to collect da個on the number of persons engaged and e泊位mgvacancies in major sectors of the e∞nomy. These 蝴.tistics訂.e further supplemented by da個∞llec紀dvia the Quarter1y Employment Survey of Construction Sites (Site Survey) and the speci叫enquiry on the employment and vacancies in the Civil Service. The employment and va臼ncy絢.ti到lCS∞mpiled from the s叮vey results provide useful indication of the trend of labour demand in the loca1 e心onomy.1.2 A feature article addressing也issubject W部published in也e August 1997 issue of曲1SMonth1y Digest. Coverage of the surveys 2.1 In the SEV，也e major industries in也efollowing industry sectors缸e covered: (a) Mining and quarrying; (b) Manufacturing; (c) Electricity and gas; (d) Wholesale， retail and importlexport trades， restaurants and hotels; (e) Transpo前，s切rageand commumcatlons; 的Financing， insurance， real es祖te and business services; and 包)Communi旬，social and persona1 servlces. 2.2 Some industry sectors/industries訂eexc1uded from也e survey for operationa1 甜甜ons.Major omissions include: (吋Agriculture and fishing; Hong Kong Monthly Digest of Statistics May 1998 (二)建造業(三)小販及零售攤檔(街市攤檔除外)(四)的士 、公共小巴 、貨車 、駁船及船上 裝卸服務(五)公共行 政 、獸醫服務 、宗教組織 、作 家及其他獨立藝人 、家務助理 、及其 他康樂和 個人服務2.3 至於建築地盤就業人數按季統計調查， 則只包括建造業內所有樓宇及建築地盤的工 人。
2.4 對於某些行業類別 ，由於 統計調查未能 全面包括其中所有行業，因此有關此等行業類 別及“所有行業類別“的 統計調查結果並不代 表這些行業類別及整 個 勞工市 場的 全面情 況讀者分析這些數字時應緊記這點3. 緝製的統計數字3.1 根據就業及空缺按季統計調查與建築地 盤就業按季統計調查的結果，可編製不同行業 類別的就業人數及職位空缺 統計數字同時， 亦可得出 個別行業類別的職位空缺率，以助了 解不同行業類別的勞工需求情況3.2 在就業及空缺按季統計調查， 一 個機構 單位的就業人數包括:(一)積極參予機構單位工作的在職東主 及股東;(二)在統計日期受僱於機構單位的全職 僱員 其中包括長期 或臨時聘用 的，無論這些僱員正在開工或因事 假或病假而暫時缺勤;及(三)在統計日期工作三小時或以上的兼 職僱員和無酬家屬幫工香港統計月刊一九九八年五月(b) Construction; (c) Hawkers and retail pitches (由er也mmarket stalls) (d) Taxis， public light buses， goods vehicles， barges， lighters and stev吋oring services; and (e) Public admi血stration，veterinary services， religious organizations， authors and other independent a咱啦，domestic helpers， and miscellaneous recreational and personal sefVIces. 2.3 As for the Si臼Survey， the survey∞Iverage is confined only to manual workers at all building and construction s的sm曲e∞ÌlStruction sector. 2.4 As a result of the in ∞mplete survey∞verage of some industηr S∞to時，survey results pertain only to 1hose s自tors∞Ivered.The overall group“A11 industry sectors“ is therefore not meant to represent 1he entire overall situ甜on in respect of these sectors and the entire labour market. Statistics compiled 3.1 Based on the findings of the SEV and the Si能Surv，句，到ati也cs on the number of persons engag吋and vacancies in di任èrentindustry sec的rs缸ecompiled. At也.e same恤帥， 也e vacancy rate pertaining to individual s闊的rs can also be derived to facilitate a better understanding of the labour demand situation in different sec切rs.3.2 For 1he pu中ose of the SEV， persons engaged in an establishment include : (a) working proprietors and partners actively engaged in the work of the establishment; (b) full-time employees paid by 1he establishment on血e survey reference date， bo由 permanent and tempor，訂y，who are either at work or on vacation or sick leave; and (c) pa此-time employees and unpaid family workers working three hours or more on 由e survey reference date. FA3 3.3 職位空缺是指在統計日期正懸空並需 即時填補，而機構單位 亦正積極進行招聘以填 補的職位空缺。
3.4 在建築地盤就業人數按季 統計調查 中，就業人數及職位空缺只包括地盤工人3.5 職位空缺率乃職位空缺數目相 對就業 機會(即就業人數及職位空缺數目的總和)的 百分比這數字顯示未能填滿的就業機會的比 例，一般是以百分比的形式 表示職位空缺率 隨時間變 動的情況可反映未能填滿的就業機 會比例的轉變職位空缺率 較適用於研究職位 空缺情況的長遠趨勢4. 按行業類別分析的就業統計數字4.1。
