1、I摘 要食品是一种特殊商品,直接关系到消费者的身体健康和生命安全。世界上每年食源性疾病所造成的严重后果,使食品安全问题成为人们所关注的焦点问题之一,也是全球公众健康优先考虑的问题。我国虽然随着农业生产力水平的不断提高,食品的短缺问题已得到一定程度的缓解,但是食品安全现状却不容乐观。近年来出现的一系列重大食品安全事件,究其原因主要是:1、我国正处于从社会主义计划经济向社会主义市场经济转型过程中;2、食品生产和安全管理领域存在一些问题和缺陷;3、传统的食品监管体系已不适应发展的需要。因此,从食品安全事件中吸取经验与教训,大胆借鉴发达国家先进的立法和监管经验,积极探索和建立适合中国国情的食品安全监管

2、体系已迫在眉睫。本文就是在这样的背景下,从食品安全的现状、成因和影响入手,说明我国当前食品安全情况的严重性及加强食品安全监管的重要性。然后结合佛山市的实际,通过对我国食品安全监管存在的问题进行具体的分析,提出传统的食品监管体系已不适应发展的需要,必须建立适合中国国情的食品安全监管体系。最后通过对国内外食品安全监管理论与实践的比较研究,结合中国具体国情,从体制、法律、技术、信息、教育等方面阐述了解决食品安全监管问题的一系列对策。关键词:食品安全;监管;问题;对策IIAbstractFood is a special commodity, directly related to consumer

In the world, the serious consequences caused by food-borne disease every year make food safety issues become the focus of attention by people and the priority issues of global public health. In China, as the continuous improvement of agriculture productivity levels, the food shor

4、tage problem has been ease in a certain degree, but the food safety status quo should not be optimistic. The main reason is: Firstly, China is in process of transition from the socialist planned economy to a socialist market economic; Secondly, there are some problems and shortcomings in food produc

5、tion and safety management areas; Thirdly, the traditional food regulatory body were not suited to development needs. Therefore, learn lessons from food safety incidents and from the developed countries advanced legislative and regulatory experience, and actively explored and established food safety

6、 monitoring system suitable for Chinas national conditions has been imminent.In such a background, this paper is from the governments functions, and from Chinas food safety supervision status quo ,and with Foshan Citys food safety control situation as an example, the government regulation of food sa

7、fety problems exist for research direction and supervision of the domestic and international food safety theory and practice of comparative studies, with Chinas specific national conditions, thinking and making with Chinese characteristics for food safety control measures.This paper is divided into

8、five parts: The first part is introduction. Major research on the background and significance, purpose, etc.; The second part is food safety and its impact. Chinas food security situation is quite grim, the traditional food regulatory system is no longer suited to the needs of development, suited to

9、 Chinas national conditions established food safety regulatory system will become extremely urgent. Part III is Chinas food safety regulatory analysis., there are shortcomings in Chinas food safety supervision system in the institutional, legal, technology, standards, systems, environment and so on.

10、 Part IV is other countries food safety regulatory analysis.Part V is remodeling Chinas food safety regulatory system. Referring to foreign IIIexperiences and practices , and in light of Chinas actual and proposed strategies, the paper advise building an effective food safety control system.
