2、本性的变化， “打破垄断，政企分开，放开市场，鼓励竞争”已经成为电信企业所处时代的主旋律，电信市场已经由卖方市场变为买方市场;而且随着市场的不断完善和中国已经加入世贸组织（WTO） ，整个电信业面临着国内、外电信公司的竞争;信息时代的到来大大加速了变化的节奏，日新月异的科技使得客户、市场越来越变幻莫测。谁能快速进行市场响应，谁就能在市场竞争中处于主动地位。电信企业所处的外部环境的变化要求中国电信集团进行 BPR。中国电信集团的业务流程重组是建立以市场为导向、以客户为中心、以效益为目标的新型企业运营模式的重要途径，是实现收入最大化、成本最优化、利润可持续增长的基础条件，是中国电信管理上的一个综合
3、、一个集成，甚至是一场革命。中国电信集团的业务流程重组以本地网为基本业务单元而开展。 本文通过对中国电信集团湖南省电信公司衡阳市分公司属下的耒阳市电信局的生产经营现状进行分析，找出其存在的问题和症结，提出了耒阳市电信局实行 BPR 的必要性。结合中国电信集团湖南省电信公司开展本地网 BPR 工作的要求，提出了耒阳市电信局实行 BPR 的整体原则及其方法和步骤，同时，从理论和实践相结合的角度设计出了耒阳市电信局生产和管理的几个主要流程和组织结构， 并对耒阳市电信局实行BPR后的效果进行了预测分析。 关键词：关键词：组织 结构 业务流程 重组 预测分析 I耒阳市电信局实行业务流程重组的研究 ABS
4、TRACT Analyzing from the perspective of modern histology, Business process reengineering(BPR)belongs to the field of Organizational Transformation. Analyzing from the attitudes of management schools dividing, Business process reengineering (BPR) originates in Managing process School and bring forth-
5、new ideas for the Managing Process School. Analyzing according to the economics principle of management theories, BPR negates the theory of classical division of labor and puts forward the proposal of cooperation. The theory of BPR is not a course of science, but a skill of management. Nowadays, the
6、 operation environment of China Telecom has changed fundamentally. Breaking the monopoly, Dividing the government and enterprises, Opening up the market, Encouraging competition has become the theme of telecom enterprises, and the telecom market has changed from sellers market to buyers market. The
7、whole telecom industry will has to face competition from both domestic and overseas telecom companies with the maturing of the market and chinas entering into the WTO. The information age has speed up the changes and changing sciences and technologies have made clients and market unpredictable. Thos
8、e who can respond rapidly to the market will have an advantage in the competition of the market. Changes of the external environment of telecom enterprises require Business Process Reengineering. The Business Process Reengineering of China Telecom group is an important method to create a new enterpr

The Business Process Reengineering is also a basic factor to realize the maxim of income, the optimization of cost and the sustainable increasing of profits, and we should call it a combin

The article provides rules, methods and steps in operating BPR in LeiYang City Telecom Bureau considering the requires of operating BPR of
